Technical Project Manager – Biometrics

This is a Contract position in Jessup, DC posted August 11, 2020.

This position is CONTINGENT upon funding, an open position, customer approval, completion of a favorable background investigation, and the ability to obtain and maintain a USPS sensitive clearance.

An experienced Biometric Technical Project Manager is needed to manage our customer’s Biometrics Program.

The ideal candidate for this job would be responsible for helping Corporate Information Security Office (CISO) Digital Integration (DI) Team partner with internal and external stakeholders to deliver cutting edge biometrics technology and capabilities across the enterprise. This position will develop and advise on strategies, tactics, and plans while providing a full spectrum of support for biometric implementation activities.

Job responsibilities:

  • Develop and document Interim Biometrics and IPP Solution workflows.
  • Analyze different approaches to implement an interim solution to support multiple external agencies as biometrics customers, as well as transactions that require in-person proofing (IPP) and biometrics capture before submission.
  • Determine functional changes that are necessary to implement an interim and IPP solution, while ensuring manageability of core services to future-state solution.
  • Work with technical teams to document requirements, determine resourcing, and negotiate timeline.
  • Refine future-state solution vision and roadmap to ensure an interim and IPP approach is established, address customer needs, and program deadlines are established and met.
  • Manage large-scale technical implementation projects
  • Develop integrated project plans, business cases, user stories
  • Develop risk plans, mitigation strategies, stakeholder registers, project schedules for large projects or programs
  • Lead teams that include a mix of different vendors, with both direct and in-direct reports
  • Demonstrates knowledge of biometric principles and concepts
  • Ability to track multiple component projects and requirements
  • Excellent communication and interpersonal skills

Additional Qualifications:

  • Experience implementing biometric technology to large and diverse enterprises, inclusive of how different types of systems and capabilities are rolled out
  • Experience in biometric stakeholder engagement
  • Demonstrate knowledge of biometric strategy
  • Experience in working with distributed teams
  • Experience with development of biometric systems or platform environments, including activity and service models and security and performance architectures
  • Certifications in both Waterfall project management (e.g., Project Management Professional (PMP)) and Agile project management (e.g., IC Agile Certified Professional (ICP), Certified Scrum Master (CSM)) highly preferred

Requirements:

  • Must be eligible to obtain a sensitive clearance – Position of Public Trust – and may be required to obtain a higher security clearance
  • Must have at least 4+ years of the experience listed above

Desired Certifications (*one or more desired):
PMP, DoD 8570.1 M Compliance at IAT Level II

Required Education:
Bachelor’s Degree or in lieu of degree, two years of related additional work experience may be substituted for each year of degree level education. 163252
