Job Description
Looking for an experienced Technical Program Manager to join our Cloud Modernization and Migration team to manage a team of SMEs to support cloud requirements, cloud migration and deployment of new requirements to the AWS Cloud environment for our federal customer.
As a Technical Program Manager, you will work as the lead liaison between the SA, SMEs to oversee the migration and implementation of cloud solutions using AWS.

Key Responsibilities
Perform tasks requiring in-depth knowledge of business domain targeting process efficiency and improvement
Manage a team of SMEs utilizing full stack agile development technology and tools with knowledge of Azure, Amazon Web Services, and/or Google Cloud to design cloud solutions
Confer with client executive management to define the client’s strategic business information technology goals and advises in the reengineering of business processes to meet those goals
Provide support for operations and migration services that enable client to tailor the availability and delivery of cloud computing services based on business and technical requirements
Utilize agile development principles, with necessary documentation, human-centered design, and an extensible infrastructure, and/or other agency approved tools necessary to provide operations and migration support
Help provide inputs in an agile DevSecOps environment, which includes assessment, design, development, re-architecture, enhancement, deployment and operations and maintenance processes and procedures, and which has the goal of continuously improving the cloud program, technical, and operational framework required to deliver and manage cloud migration capabilities effectively and efficiently
Direct efforts around business and technical requirements analysis, business process modeling/mapping, methodology development, and process integration with security, architecture, budget and acquisitions
Responsible for working with users and customers to document and strategize for process improvements for current business processes
Execute analysis and evaluation of existing or proposed processes, applications, systems, or software
Provide strategic business consulting to the program
Ensure compliance with the standards and organization requirements relative to specific assignments
Manage reports, cloud infrastructure assets and associated licensing for products/tools
Closely monitor and manage team members across the program to align with the staffing plans, schedule, and cost constraints and goals
Support the development of program and project requirements and review requirements documents to ensure business, functional and technical requirements are complete and consistent with the contract
Anticipate program challenges and risk scenarios and prepare, lead, and execute proactive response strategies to ensure optimal results
Assist in development and delivery of internal and client-facing program reviews, status reports, performance reports and other communications
Managing client expectations and leveraging existing client relationships to develop additional business opportunities
Serving as the primary point-of-contact for clients and providing accurate daily, weekly, and monthly status reports
Documenting activities utilizing Scrum dashboards, such as Azure DevOps and reporting capabilities.
Documentation (e.g., roadmaps, decision log, assumptions, technical specifications, etc.)
Meeting with Government Program Office to review project status as requested
Reviewing project plans, risk plans, QA plans, requirements management processes and configuration management processes
Executing project plan as authorized
Documenting and managing all project modifications
Required Qualifications
MS and eight years’ experience in Computer Science, Business Admin Science, Mathematics, or Engineering
Project Management Professional (PMP) certification – Can be attained after start
Minimum of five years of experience managing IT projects according to PMI or standards
Experience and solid understanding of cloud concepts, either using Azure or AWS semantics
Experience developing project schedules using MS Project
Experience using SharePoint
Experience using Excel to track financials and develop ETCs
Must have experience with the analysis of business, functional, technical, activities, and events
Must be capable of working closely with the project leadership and technical resources to understand issues and work toward resolution
Able to pass a background check to obtain a Public Trust (High-Risk) Position
Must be a U.S.
citizen

Preferred Qualifications
Strong technical experiences working migrations or systems development as well as coordinating from a business perspective
Previous Federal Government experience
Manages and coordinates teams of developers, testers, analysts
Excellent written and verbal communication skills
Strong creative, analytical and problem solving and trouble-shooting skills
Strong ability to foster collaborative work in dynamic team environment
Strong management skills to select, develop, mentor, and motivate team members
Ability to communicate clearly with all levels in an organization.
