As a Supervisory HR Specialist, the incumbent is responsible for providing day-to-day oversight of and administrative and technical supervision of Specialists for the Labor and Employee Relations line of business. Responsibilities As a Supervisory HR Specialist, you will:Set priorities and deadlines for work to be accomplished by the Branch; assign work to subordinate staff; evaluate performance of subordinates; select candidates for vacant positions in the Branch; reward and correct employee performance/behavior; provide career development; project workloads; provide advice and counsel on administrative and other personnel issues on a routine basis; take minor disciplinary action as necessary, proposing additional action for more serious cases; and approve leave and overtime requestsBe responsible for providing technical guidance to Employee/Labor Relation Specialists in the following areas: term and mid-term bargaining, mediation, bargaining unit determinations, unit clarification petitions, contract interpretation/administration, grievances, discipline, adverse actions, performance based cases, leave administration, indebtedness, and medical disqualification/ fitness for dutyAct as a management representative/advocate in proceedings that may arise involving a disciplinary action or grievance. Qualifications You must meet the following requirements within 30 days after the closing date of this announcement.For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes interpreting and applying Title 5 regulations, agency policies, negotiated labor agreements or federal case law in order to serve as a consultant to management officials on a variety of Employee Relations (ER) and Labor Relations (LR) matters. Examples of such experience may include:- Providing advice and guidance to management on human resources issues related to performance or disciplinary action; OR- Coordinating and processing cases involving reports of investigation, removals, involuntary separations or other adverse actions; OR- Resolving work-related or personnel problems through discussions with employees and supervisors, review of records and reports and reference to established procedures and policies; OR- Providing advice, guidance, and assistance to managers to ensure compliance with the appropriate human resources law, regulation, or policy; OR- Developing or reviewing draft agency policies on human resources or related topics.In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-13, you must have been at the GS-12level for 52 weeks.
