DutiesOrganizational Location: This position is with the Department of Homeland Security, within U.S.
Customs and Border Protection, Office of Trade, Regulatory Audit and Agency Advisory Services (RAAAS) located in the following locations:* Boston, MA* Buffalo, NY* Detroit, MI* Miami, FL* San Jose, CALaw enforcement positions are expected to report to their duty station on a daily basis.
However, due to COVID-19, some positions in CBP are currently in an expanded telework posture.
If selected, and you are given on an entrance on duty date you will be provided additional information on the reporting requirements of your position.In the position of a Supervisory Auditor, you will serve as an Assistant Field Director, managing a branch of audit professionals that are responsible for conducting audits that apply standards for performance and compliance audits in accordance with generally accepted government auditing standards.
This position starts at a salary of $111,521.00 (GS-14, Step 1) to $144,976.00 (GS-14, Step 10) with promotion potential to $144,976.00 (GS-14 Step 10).Salary listed reflects the rest of U.S.
scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.Typical work assignments may include:* Managing the development of a branch office audit plan that is designed and modified based on risk areas identified by the agency or headquarters office;* Establishing the priorities of the branch office and setting expectations for the completion of work assigned to subordinate staff;* Ensuring subordinate staff properly develop and execute audit methodologies that addressed civil and criminal negligence and fraud using data analytics and various sampling techniques;* Developing and guiding subordinate staff to be responsive to diverse stakeholders and identify when to intervene and resolve difficult or contentious issues while maintaining good working relationships; and,* Managing the development of high-level briefing papers and comprehensive audit reports that involve legal and regulatory interpretation.RequirementsConditions of Employment* You must be a U.S.

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
The 24 hours may include up to 6 hours of credit in business law.ORB.
A combination of education and experience
– at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant’s background must also include one of the following:1.
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.
This can include up to 6 hours of business law;OR2.
A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;OR3.
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:* Leading or managing an audit team consisting of staff that conduct audits of large U.S.
based and multinational external entities where audit procedures require comprehensive analyses of accounting systems, financial records, internal controls, and business activities that are performed in accordance with Generally Accepted Government Auditing Standards (GAGAS) or Generally Accepted Auditing Standards (GAAS).* Monitoring and evaluating audit teams’ work and managed audit timelines and budgets.* Managing and conducting forensic audits and technical assists in support of civil and criminal negligence and fraud.NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.
