This role will offer you the following daily challenges:
This role develops, captures, executes, and manages the overall subcontract acquisition for a few complex programs. Estimated values of all subcontracts is ~$200M. Qualified candidates should have a significant understanding of procurement and acquisition policies and practices, and an understanding of RF engineering and technology.
This job might be for you if you like solving problems without a clear step-by-step action plan. You don’t get flustered easily; if you don’t know the answer, you’ll dig until you find it. You like helping people, and you get a kick out of getting people to those ‘aha!’ moments. You are level headed, cool under pressure, patient, and politely persistent. You pay attention to the details and as far as you’re concerned, anything worth doing is worth doing right.. Every time. You think on your feet. You like learning new things, and you can learn quickly. When things change, you know how to roll with the punches. You communicate clearly. You write well. You speak eloquently. You can explain just about anything to anyone and you’re comfortable communicating in writing , on the phone, or in person in front of an executive audience. You can get difficult messages across in 60 seconds or less.
Basic Qualifications:
To be successful, you will need to possess these basic qualifications:
• Appropriate degree (ideally supply chain management, engineering, or related business field) from an accredited college, or equivalent experience/combined education, with a minimum of 15 years of experience with a bachelor’s degree or 13 years of experience with a Master’s degree, in supply chain management or related field.
• Must be able to direct and manage all costs, quality, schedule, financial and technical performance requirements that are levied on the subcontractor or the product family and is required to ensure performance and support of the contract milestones of the system.
• Must be able to develop sourcing and subcontract program management strategic plans.
• Must be able to lead teams overseeing subcontractors or critical subcontracted systems.
• Must be able to direct all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, cost accountability and program execution.
• Must be able to establish milestone objectives and manage performance to committed schedules and contractual specifications
• Must understand earned value management
• Experience in negotiating subcontracts
• Understanding of the Federal Acquisition Regulations (FAR)
• Ability to travel in support of the contract, both to CONUS vendor locations and the OCONUS site.
• Possess excellent English communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management.
• You will need to be a US Citizen, and posses and maintain an active US DoD SECRET clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information.
Desired Skills:
To be successful, ideally, you should also have:
• Understanding of various types of Fixed Price and Cost Reimbursable subcontracts.
• Understanding of LMAP.
• Experience managing suppliers through all phased of the product life cycle from proposal through delivery.
• Experience managing cost, technical, schedule, risk, quality issues.
• Perform Supply Chain Cost Account Manager (CAM) responsibilities for assigned program.
• Strong organizational skills to handle many overlapping projects simultaneously.
• Ability to successfully interface and interact with all levels of the organization
• Experience with LM Procure to Pay / SAP
• Demonstrated “Can-Do” Attitude
• Demonstrated problem-solving skills
• Demonstrated desire to overcome challenges and obstacles
• Demonstrated ability to guide, train, and lead others
