Senior Manager, State Health Policy, Midwestern Region Reporting to the Executive Director, Health Policy, the Senior Manager of State Health Policy, Midwestern states creates awareness and understanding of specific state-based legislative and regulatory trends to help drive business decisions and inform product strategy, market positioning, and targeted advocacy. This position works with executive and business unit leadership and select team members to: 1) establish overall state government policy and advocacy priorities; 2) develop the company’s health policy positions on key issues; 3) engage with and manage advocacy efforts with third-party government relations resources, with a priority on the Midwestern region of the U.S.

(NOTE: There are currently two other Sr.

Managers covering the western and eastern regions respectively).

What will be my duties and responsibilities in this job?

Collaborate with health policy team members to update and implement the health policy and advocacy issue agenda across all 50 states, with primary responsibility for the Midwestern region of the U.S.

Utilize Stateside Legislative service and other tracking resources to monitor relevant, proposed and existing legislation and regulations.

Work with team members across the company to discuss legislative updates and organize support for ongoing advocacy efforts on specific topics in targeted states Thoughtfully analyze proposed and existing legislation to determine relevancy to business unit products and services Work closely with state government affairs staff on timely updates to business unit leaders on critical, proposed legislation and regulation impacting products and services.

This task requires appropriately translating the relevancy of key policy provisions to business unit leaders Develop a collaborative relationship with other regulatory related resources across the company, including the legal department Manage state-specific advocacy relationships including external consultants/lobbyists, coalitions, and other resources as needed Collaborate with business unit leadership, and the health policy team to develop an effective process for engaging with external advocacy resources and influencing legislation and regulation.

 Work with team members to implement a process and dashboard to track state level engagement and measure successes Provide direction and thought leadership across the company on assigned state health policy topics, in coordination with existing health policy team efforts and the marketing/communications team, including development of web page content, and multimedia content such as podcasts, webinars, and videos.

Collaborate on external messaging platforms on key policy issues that will be used to educate internal and external groups and become incorporated into state level advocacy efforts Represent Change Healthcare at key industry and association events as needed; build strategic relationships with legislators, and industry association staff (i.e., NGA, NCSL, NAMD) Collaborate with the legal team and marketing leaders on key messaging platforms for use in advocacy and marketing/external communications Coordinate with team members and the marketing department to obtain opportunities for creation and placement of public thought leadership pieces, including white papers, op-eds, conference presentations, blog posts, etc.

Incorporate this content into specific state advocacy efforts as needed in the form of leave behind documents, and talking points to update business units, external advocacy consultants, and legislators on key issues Collaborate with business unit leaders and executive leadership team as needed to review and discuss key state policy, legislative, and regulatory trends.

Discussions are intended to assess potential business and product impact of policy, regulation and legislation, and support product roadmaps and investments May take on additional responsibilities for team-wide initiatives or other projects as assigned by manager What are the requirements needed for this position?

Understanding of key health IT issues – examples include: data interoperability, data standards, health information exchange, public health IT infrastructure, and payer and provider health IT solutions.

Experience in Health IT preferred 3 to 5 years as a health policy analyst, specialist, or manager with a concentration in state-based statutory and regulatory programs 3 to 5 years working for a health system, health plan, state or federal government agency, policy research organization, healthcare association and/or coalition, pharma or a health IT vendor in a policy-related capacity Strong working knowledge of laws governing the provision of public and private health coverage, including Medicaid & Medicare programs and the private insurance market Demonstrated familiarity with the federal and state legislative processes, federal agencies, and relevant third parties and associations Ability to understand and read state statutes and regulations Working knowledge of current state healthcare legislative and regulatory landscape Excellent organizational skills to manage multiple projects and competing deadlines with a focus on detail and precision Education/Training – 4-year degree in related field or equivalent experience.

Master’s degree in health policy, public policy, health or business administration preferred Demonstrated ability to build strong professional networks, particularly those involving regulatory and legislative staff Strong communication and writing skills to synthesize, report and summarize policy in simplified, ‘lay-person’ language supported by easy to interpret information Ability to maintain confidentiality with sensitive customer and internal information Intermediate Microsoft Applications skills including MS Word, Excel, Outlook and PowerPoint What other skills/experience would be helpful to have?

Experience with StateSide (or similar) legislative tracking service preferred but not required Ability to communicate effectively at all levels of the organization with an open, honest and direct communication style that develops rapport and credibility across the organization, and promotes ideas and proposals persuasively Relationships with Midwestern region healthcare organizations, legislative, and regulatory entities strongly preferred Ability to work autonomously on tasks and as part of a small or large remote team.

Skilled at working across a matrixed organization and supporting multiple business units.
