JOB DESCRIPTION AND POSITION REQUIREMENTS:

Penn State Human Resources is seeking a Senior Director of Compensation and Benefits who will provide strategic leadership to drive the development, implementation and administration of compensation and benefits programs and processes, while ensuring effective, efficient, and accurate program application.

As a strategic leader, the Director will demonstrate a thorough understanding of how total compensation supports the overall organization in attracting and retaining a high-quality workforce.

In this role the incumbent will manage the compensation and benefits team(s) which include Benefits, Retirement, Compensation, Occupational Medicine, and Absence Management.

The successful candidate will partner with senior leadership, as appropriate, to define, develop, communicate, and execute the total compensation philosophy, vision, and strategy; serve as compensation and benefits subject matter expert; and provide internal consulting to senior leadership as it relates to total compensation.

The Senior Director will be responsible for the following:

  • Provide strategic leadership for implementation of benefit plans that are focused on controlling benefit costs while maintaining competitive position in the marketplace.
  • Focus on realizing intended value and return from benefits programs given changes in the market, organizational demographics, and government mandates.
  • Partner with many University constituents to improve employee awareness of benefits offered, understanding of competitive position in the marketplace, and application of compensation and benefits plans, policies and processes.
  • Collaborate with external consultants on compensation and benefits as appropriate.
  • Lead the University’s compensation strategy to ensure salaries are competitive and equitable. 
  • Provide oversight of compensation administration to ensure consistent, efficient and equitable application of policy.
  • Provide supervision and guidance of HR professionals in specialty areas including benefits, retirement, compensation, classification, leave management, workers’ compensation, health & wellness, and occupational medicine.

Additional functions include:

  • Lead the process for evaluation and selection of compensation and benefit vendors/consultants including contract negotiations and managing vendor, consultant, and administrator relationships and ensuring relationships yield high value for investment.
  • Develop, evaluate, and recommend modifications to existing benefit or compensation plans, policies, guidelines, and procedures and/or create new initiatives to address required or recommended programs based on institutional objectives.
  • Ensure compliance with governing agencies and regulations and respond to audit and regulatory inquiries, as required.

The successful candidate will:

  • Have experience working in a large, highly complex organization, with a broad and diverse workforce.
  • Display strategic and operational leadership in all aspects of total rewards programs, including compensation, health, welfare, wellness, retirement, rewards and prerequisites.
  • Have a thorough working knowledge of appropriate government regulations including COBRA, HIPAA, the Internal Revenue Code, FLSA, PPACA, EEO, ADA, FMLA, Equal Pay Act, ADEA, and related state laws that apply to compensation and benefit plans and processes.
  • Have a thorough knowledge of compensation plan design, principles and administration including understanding of executive compensation and benefits.
  • Have demonstrated experience in designing and implementing new and revised programs for compensation and benefits.
  • Demonstrated experience presenting key data and analysis findings to executive management to drive strategic solutions for future programs.
  • Will be a strong communicator with the ability to influence and garner consensus among a diverse range of constituent groups.

Typical requirements for this role include:

  • Bachelor’s degree or higher plus ten years of directly related experience, or an equivalent combination of education and experience.
  • CEBS certification is preferred but not required.
