Serve as the Lockheed Martin RMS Owego Security Manager and Facility Security Officer. Will manage the Security Administration and Document Control, Collateral Domestic and International Programs Security, and Closed Area Physical Security requirements. Will oversee compliance with the National Industrial Security Program for CAGE codes associated with the Owego facility. Will act as primary interface with the Defense Counterintelligence and Security Agency (DCSA) Field Office and coordinate preparations required to support annual Security Vulnerability Assessments, including self-inspection and peer review activities. Coordinate, manage and participate in other assessments appropriate (e.g., program, and National Security Agency audits). Will oversee investigations concerning non-compliance with National Industrial Security Program Operating Manual requirements and ensure timely reporting to the DCSA Field Office. Position requires regular interface and effective communications with RMS Insider Threat Program Security Official, Senior Leadership, functional counterparts (e.g., Human Resources, Program Management Offices, International Trade Compliance, etc.), Security Organization counterparts (e.g., Investigations, Operations and Compliance, Classified Cyber Security, Advanced Programs, etc.). Will drive Security Education, Training and Awareness activities and develop policies and procedures. Develops and administers security programs and procedures governing the safeguarding of classified and sensitive information, materials and equipment. Studies and implements federal security regulations that apply to company and program operations. Develops and executes security programs associated with the protection of proprietary information in compliance with corporate policies. Provide oversight/management of the National Industrial Security Program(NISP) for a diverse site. Responsibilities include managing all functions of the NISP, (i.e. contract compliance, COMSEC operations, security education and awareness, assisting with investigations, asset protection, access control, etc.) Ensure compliance with company and government security regulations. Formulate security policy and procedures. Engage to resolve security-related compliance issues with all levels of employees and customer representatives. Prepare budget input and manage procurement of services and equipment. Ensure security personnel at the facility properly utilize enterprise required tools/databases. Support additional tasks in-line with scope of responsibility as assigned by management. Successful candidate must be able to work with minimal supervision and guidance from their manager, and provide support to multiple internal and external customers, management, site and senior leadership and functional stakeholder partners. Applicant candidate must maintain current eligibility to access classified information up to the Top Secret level.
Basic Qualifications:
Candidate must have strong verbal and written communication skills. Successful candidate must be detail-oriented, very flexible and be able to multi-task in a fast-paced environment. Must be a team player with a positive attitude, initiative, tact, and the ability to exercise sound judgment. Extensive knowledge and experience of the National Industrial Security Program Operating Manual. Experience with Security Information Management System (SIMS) database, JPAS, SMART, NISS and DISS Experience evaluating Program Security Classification Guides and Government Directives such as NISPOM, JAFAN, and JSIG guides. Must be able to work with multiple levels of customers taking directions, providing feedback and must be able to build effective team and customer relationships through open and effective communication. Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10 years of professional experience; or 8 years of professional experience with a related master’s degree. Considered an emerging authority. Must be a U.S. Citizen
Possess an active/current Top-Secret Clearance
Desired Skills:
Prior experience with the Advanced Product Solutions (APS) and IWSS Line of Business. Ability to work across multiple LOB’s within RMS Experience with Security Information Management System (SIMS) database, JPAS, SMART, NISS and DISS Possess excellent computer skills, Excel spreadsheet proficiency, and a strong knowledge of Microsoft Office applications
