Arundel Community Development Services, Inc. (ACDS) is a private, nonprofit corporation established by Anne Arundel County to create and retain affordable housing opportunities, as well as to ensure the efficient delivery of community development services to those most in need. ACDS oversees and manages the expenditure of Residential Construction, Rehabilitation, Energy Efficiency Programs and Rental Properties for Anne Arundel County.
Summary
We are seeking for a self-assured, reliable Project Management Specialist to oversee ACDS construction projects. The Project Management Specialist will oversee a team providing quality technical, operational, and developmental projects for core activities and programs that meet the housing and community development needs for Anne Arundel County. The Project Management Specialist provides oversight of construction projects to ensure that the goals and objectives of ACDS projects are accomplished within scheduled timelines and budget parameters. Ensures all legal requirements, building and safety codes, safety inspections, city guidelines, and local and state regulations are met. The Project Management Specialist will report directly to the Project Director and work alongside a great management team, construction team, field staff and contractors.
Job Description
General responsibilities include managing site development and the architectural design process for projects. Evaluate the physical aspects of a project for its potential for revitalization and development of facilities and provides specific advice on the desirability and feasibility of development or redevelopment of sites, including the preparation of development budgets. Managing multi-family, commercial and public construction process for projects including contract applications. Overseeing construction administrative duties, proper administration of contracts and negotiation of agreements, obtaining permits and bid on projects. Meet budgetary objectives and make adjustments to project constraints based on financial analysis. Administration of the Property Rehabilitation and Rental Programs overseeing inspection of residence to identify deficiencies, life safety and zoning code violations, monitor compliance with local, federal and state regulations, identifying the existence of environmental hazards and administering the construction process. The ideal candidate will be confident wearing many hats, including handling their own assigned projects and work effectively in a highly reciprocal environment. Must be able to perform at all project management levels.
Qualifications
The Project Management Specialist position requires a Bachelor’s Degree in Architecture, Construction Management, Business, Finance or closely related field, five or more years of experience in management of construction projects, residential construction experience, supervisory, administration and operations; knowledge of all parts of the project life cycle which includes master planning, project budgeting, design and construction, close out, maintenance and operations. Strong interpersonal, writing and record keeping skills, the ability to successfully direct construction field operations and knowledge of federal regulation, are highly desirable.
Salary /Benefits
Salary ranges from 65,000 to 75,000 depending on experience. ACDS offers an excellent benefits package including health insurance, dental, vision, retirement plan and free parking.
