Project Manager for Community Homes of Bismarck, Inc.

Burleigh County Housing Authority

This is a Full-time position in Fargo, ND posted September 17, 2021.

PRIMARY OBJECTIVE OF POSITION: Management functions for Community Homes of Bismarck, Inc.

(CHBI) and Edwinton Place by assisting in the administration of various housing programs, assuring compliance with contract requirements and for ensuring peak performance of the properties.

This position is in Bismarck.

DUTIES: 1.

Maintain occupancy, unit inspection and certification, recertification of tenants within all applicable federal and state laws, regulations, and agency policies, and procedures which govern CHBI for CHBI-owned units and ensuring that the units are utilized to the highest extent possible within the guidelines and laws governing them.

2.

Maintain occupancy, certification, and recertification of program participants within all applicable federal and state laws, regulations, and agency policies, and procedures which govern Burleigh County Housing Authority (BCHA) for the Low Income Housing Tax Credit Program.

3.

Process and maintain all monthly records related to occupancy, vacancy, and damage claims for CHBI-owned units through an automated system (TRACS) and through written documentation to the CHBI accounting personnel, HUD and North Dakota Housing Finance Agency.

4.

Submit reports to HUD, North Dakota Housing Finance Agency, and Investors that are program specific to property.

5.

Monitor performance of program and lease requirements and ensuring consistent application of policies and procedures.

6.

Coordinate inspections and unit prep schedule as well as showing units to potential tenants with CHBI Maintenance Supervisor.

7.

Generate work orders and/or keep Maintenance Supervisor informed regarding trespass notice, damages, or other areas or concern based on Security Reports.

SUPERVISION: 1.

Oversees vacancy/transfers/leasing process, staffing and operational activities for CHBI and specific-software including the supervision of CHBI employees and the administration of Community Homes of Bismarck, Inc programs and Edwinton Place.

2.

Participate in the development and implementation of goals, objectives, policies, and priorities of CHBI and Edwinton Place.

Recommend and implement policies and procedures.

3.

Participate in the development and administration of CHBI budgets; Forecast funds needed for staffing, equipment, material and supplies; Recommend adjustments as necessary.

4.

Attend meetings, seminars, etc.

at the direction of supervisor for purposes of gathering or sharing information.

5.

Bring to the attention of the Supervisor any problem areas which interfere with the efficient work flow within the scope of this position.

6.

Continue to automate this position to be greatest degree possible.

KNOWLEDGE AND SKILL REQUIREMENTS: 1.

Knowledge of all federal laws and regulations pertaining to Tax Credit and Section 8 Program Regulations.

2.

Knowledge of administrative practices and procedures.

3.

Ability to accept responsibility.

4.

Ability to communicate effectively either orally or in writing with groups or individuals.

5.

Ability to manage and resolve conflicts.

6.

Ability to read and analyze complex material.

7.

Property Management or leasing experience.

8.

Familiar with fair housing guidelines.
