Responsibilities

Noblis ESI is seeking a Project Manager for its Chantilly location to: 

  • Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned groups and programs/projectsProvide technical guidance and recommendations related to the integration of National Systems-based capabilities into Department of Defense (DoD) counter-unmanned vehicle combat systems, platforms, and architectures.
  • Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to RFPs
  • Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, and PMRs to ensure development contractors are meeting program requirements and schedule
  • Serve as technical expert in their assigned area
  • Support the PM in multiple areas that include program management, acquisition support, analytic support, technical analysis, user requirement management/development, architecture, and customer outreach and support 
  • Other responsibilities include administrative and technical support to the Government leadership team, internal cross tower coordination, external mission partners and other DoD/IC customers
  • Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph

 

Qualifications

Required Qualifications:

  • STEM Bachelor’s degree or 6 years of relevant experience in lieu of degree
  • 10 years of experience in Project and Acquisition Management, with emphasis on Government acquisition in DoD or IC
  • Experience with systems engineering techniques and documentation
  • Experience with Counter-Unmanned Vehicle System technologies and operations
  • Possess a fundamental understanding of Signals Intelligence (SIGINT) and Foreign Instrumentation Signals Intelligence (FISINT)
  • Possess a fundamental understanding of DoD and IC tactics, techniques, and procedures including CONOPS, architectures
  • Ability to problem solve in a rapidly changing environment and interface with the customer daily
  • Track and respond to office tasking, build and present program briefings, and update project schedules and calendars
  • Ability to work independently with minimal supervision and perform other duties as assigned
  • Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously
  • Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment
  • Must be able to demonstrate excellent relationship building and management skills
  • Must be able to travel
  • Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph

Desired:

  • Master’s Degree
  • Successfully served as contractor lead/co-lead on a minimum of three projects
  • Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents
  • Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers
  • Ability to build and present technical briefings and reports

Client Engagement

• Begin developing relationships one level up and two levels down.

Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
