JOB SUMMARY: The Program Manager provides comprehensive management of the Trafficking Victims’ Assistance Program, ensuring that the program and services are in accord with best practice standards, contract and grant requirements, and Agency practices and procedures. Oversees fiscal, operational, administrative, staff management, and quality practices of the program; seeks and develops outside funding sources; and liaises with external community partners.

Supervisory Responsibility: Provides administrative supervision of 2-3 FTEs.

ESSENTIAL DUTIES and RESPONSIBILITIES:

  • Manage and oversee the administrative and daily operations of the program in support of overall program goals and objectives.
  • Oversee the implementation of intake processing, client assessment, goal planning, client financial assistance, and the regular review of clients served.
  • Develop and implement services, systems, and processes to enhance client services and operational efficiency.
  • Perform program budgeting and billing and monitor program implementation in accordance with grant funding requirements.
  • Oversee and/or coordinate the collection, compilation, and analysis of program activity data; write and ensure the timely submission of all external and internal program reports.
  • Provide leadership and direction to all program staff, interns, and volunteers.
  • Oversee supervision of staff, including recruiting, staffing, hiring, performance evaluation, coaching, employee discipline, training, and professional development.
  • Conduct regular staff supervision and team meetings to communicate policies and procedures, monitor program progress, outputs, and outcomes, and facilitate team dynamics.
  • Manage program budget and expenditures to ensure that available funds and resources are used efficiently.
  • Ensure the timely submission of financial reports to funders through the Finance department.
  • Perform liaison activities with community partners, contract monitors, funders, and volunteers.
  • Attend community seminars, outreach events, and government and private foundation events.
  • Establish and implement development goals to ensure that resources are available to sustain the program.
  • Identify potential donors or sources of funding.
  • Plan and implement outreach strategies with identified donors and funding sources.
  • Facilitate the preparation and submission of contracts and/or grant applications.
  • Implement Corrective Action Plan to address deficiencies identified through the Agency client process and CQI process.
  • Maintain a caseload of clients and provide direct case management services to support clients.

EDUCATION and EXPERIENCE:

  • Master’s degree in Social Work, non-profit management, or related field. For social work degrees, social work licensure in the appropriate jurisdiction is required.
  • 2 years of experience managing or coordinating programs.
  • Experience in social services, promoting civic, economic, and educational betterment for the low-moderate income, multicultural community.

SKILLS and COMPETENCIES:

  • Knowledge of management principles and practices.
  • Knowledge of budgeting and fiscal management principles.
  • Knowledge of contracts and grants preparation and management.
