Job Summary:

This position will support the Professional Development and Community Engagement Office, CDC COVID-19 Public Health Workforce Development grant and other state and federal funding initiatives.

This position will act as the Workforce Development Manager for ADHS and will report to the Professional Development Program Administrator.

This position will also supervise a team of individuals responsible for wellness, internal relations, and implementation of an internship program.

This position is responsible for implementation of a wide range of activities in alignment with strategies related to workforce development to include but not limited to: developing, managing and maintaining workforce development programs and partnerships that will ensure leveraging of resources and the sustainability of the program.

Additional responsibilities include day to day direct services, developing and maintaining relationships with internal and external partners; developing detailed project plans; execution of projects to include monitoring and tracking progress for grant deliverables; organizing, planning and executing workforce development events; and measuring project performance and effectiveness using appropriate tools and techniques and ensuring projects and events are on-time, within scope and within budget.

This position will oversee a team that is focused on wellness initiatives and culture, internal relations and communication strategies for the workforce, and creation and maintenance of programs that build and sustain partnerships with educational institutions.

This workforce development manager position is dependent on grant funding which is subject to renewal annually.

Job Duties:

– Manage administration of the COVID-19 Workforce Development grant and coordinate with leadership to align and evaluate grant projects.

Execute administrative grant responsibilities including tracking progress on measurable outcomes, timelines, and budget.

Generate reports and prepare other documentation associated with grant implementation and monitoring.

– Supervise a team of individuals responsible for wellness, internal relations, and implementation of an internship program.

Manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, provide training, approving leave requests, and preparing evaluations).

– Responsible for working with PDCE leadership to establish internal communication and messaging strategies that will inform the workforce and drive engagement, influence behavior, and shape culture.

Direct the execution of communication strategies and evaluate outcomes to track achievement of goals.

Support the Internal Relations Specialist with planning, editing, and writing content for internal communication channels.

– Collaborate with PDCE leadership to develop a workplace wellness strategy.

Direct the Wellness Coordinator in designing and developing innovative programs and project related to workplace wellness, disease prevention, and healthy lifestyle programs.

Design measurement strategies to evaluate program effectiveness.

– Collaborate with PDCE leadership to design agency engagement strategies and manage activities to foster a positive work environment, such as leading employee resource groups on engagement, planning, and executing recognition events.

Evaluate program effectiveness.

– Collaborate with PDCE leadership to design and develop programs that build and sustain partnerships with educational institutions.

Direct activities of the Secondary Education Liaison/Internship Coordinator to execute on strategies to enhance the pipeline for internships and manage internship programs in conjunction with Human Resources recruiter.

– Coordinate preparation of workforce development materials for agency accreditation renewal.

– Cross-train into Professional Development program to support leadership development efforts within the agency

Knowledge of:

Selective Preference(s):

Bachelor’s Degree in either business or public administration or a related field with 5 years of responsible administrative experience in workforce development or a closely related field, which will include 2 years in a supervisory or management role.

Master’s degree in a related field may substitute for 2 years of work experience.

Pre-Employment Requirements:

Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment.

Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.11).

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit.

The State will make a contribution to the ASRS in an amount equal to your contribution.

In other words, you and the State will each pay 50% of the total cost of the benefit.

New State employees have a 27 week wait period for contributions to begin.
