SUMMARY

The Program Director has management responsibility for a defined portfolio of work within Federal Services, including profit and loss, strategic planning, productivity and human resources. This position works to ensure the programs and projects accomplish their goals and objectives. The Program Director is responsible for leading program development, management and business growth. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.

Leads program plans for business development, proposals and technical delivery.

Demonstrates leadership for specific market opportunities, competitive analysis and business impacts.

Serves as domain leader for Federal Services and advisor for government clients.

Responsible for operating profit/loss and customer satisfaction for programs.

Supports organizational business development by leading capture on organic growth. Demonstrates experience in business development life-cycle: capture management, proposal management, solution architecture, pricing and competitive assessment.

Provides thoughtful leadership by leveraging the full breadth of the corporation’s capabilities and expertise in developing and enabling innovative ideas, unique strategies, tools and techniques for delivering complex client solutions.

Effectively communicates with Executive Leadership at CNI, partners and clients with the ability to engage with technical and non-technical stakeholders at all organizational levels with clear messaging.

Uses a collaborative leadership style with ability to work across organizational boundaries; ability to be comfortable in environment of uncertainty leading multiple high-energy project teams; and passionate about helping clients solve hard problems. 

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION/EXPERIENCE

Master’s degree (M. A.) or equivalent; or four (4) years’ related experience and/or training; or equivalent combination of education and experience. Government or related industry experience.

CERTIFICATES, LICENSES, REGRISTRATION

Project Management Professional (PMP) preferred

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Demonstrated competency in working with Health specific government departments with diverse business needs, interests, expectations and requirements.

Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, etc.) and project management software programs.

Knowledgeable of and skilled in implementing “best-in-class” concepts / principles within the areas of planning, scheduling, budgeting and operations for successful achievement of Practice objectives.

Knowledgeable of capital planning, financial management, cost control, estimating and contract negotiating skills.

Ability to manage multiple projects and programs within a service line simultaneously.

Ability to make sound, well-informed and objective decisions; perceives the impact and implications of decisions.

Ability to prepare, justify and budget, and to assess financial conditions.

Ability to persuade others to accept recommendations and to negotiate to find mutually acceptable solutions.

Ability to organize work, set priorities and determine resource requirements.

Excellent supervisory and management skills with ability to recruit, train, mentor and motivate others.

Skilled in leading teams and coordinating efforts for the successful achievement of goals.

Ability to manage and resolve conflicts, grievances, confrontations or disagreements in a constructive manner.

Exceptional customer service and relationship-building skills.

Excellent verbal and written communication skills with solid presentation skills and ability to write federal contract proposals.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
