PRIMARY PURPOSE Responsible for coordinating, organizing and facilitating Performance Improvement activities for assigned areas throughout the Health System.

Provides the enterprise with expertise and guidance related to quality and performance improvement methodology as well as process improvement methodology.

Primary driver of performance improvement projects at all levels in the organization.

Supports assigned areas by acting as a liaison to the QPS division with bi-directional flow of information to and from front line staff.

Collates ad summarizes information related to all PI projects in assigned areas, identifies key areas for continuous improvement, and effectively prioritizes project workload.

MINIMUM SPECIFICATIONS Education: Bachelor’s Degree in Nursing, Healthcare Administration or a related field of study from an accredited college or university.

Preferred Education: Master’s Degree in Nursing, Business Administration, Healthcare Administration or a related field of study from an accredited college or university.

Experience: 6 plus years of quality improvement experience in a healthcare setting.

3 plus years of project management experience in quality improvement.

3 plus years of clinical experience in an acute care setting.

Required Certification/Registration/Licensure: Must have a Certified Professional in Healthcare Quality (CPHQ) OR certification must be obtained within 1 (one) year of hire into the role.

Lean / Six Sigma Methodology green belt or higher strongly preferred.

Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.A: National Incident Management System (NIMS) An Introduction or obtain within 30 days of placement in role.

Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.HCB: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.

Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.

Skills or Special Abilities: Must be able to demonstrate command of the scope of performance improvement methodology as well as process improvement strategies.

Must demonstrate command of Project Management processes and methodology.

Must have excellent organizational, analytical, critical thinking and problem solving skills.

Must have excellent verbal and written communication skills.

Must be able to work well independently or in an interdisciplinary team structure.

Must have exceptional interpersonal skills and presentation skills.

Must be able to handle stressful environments and apply de-escalation techniques when needed.

Must have computer skills that include command of Microsoft Office applications, including Word, Excel, Outlook, and Access.

Must be able to create and maintain organized, confidential, and professionally written investigative files consistent with department processes.

Must have a high degree of flexibility.

Must be able to work in a fast-paced environment and be able to handle multiple projects simultaneously.

Must be able to apply professional judgment as needed to prioritize work to achieve a consistent professional written work product and optimal productivity.

Must be able to establish effective, respectful and collegial working relationships with all internal and external customers including but not limited to physicians and employees.

Must be able to demonstrate excellent professional etiquette, and adherence to the behavioral standards, dress code, attendance policy and code of conduct at all times.

Responsibilities 1.

Applies appropriate performance improvement methodology to drive and support performance improvement activities at all levels across Parkland Health and Hospital System.

2.

Works within an interdisciplinary team environment to process and track technology improvements in order to enhance productivity, quality, and customer satisfaction.

3.

Responsible for support of assigned areas and departmental Performance Improvement Committees (PICs) to meet quality and performance improvement project goals and objectives.

4.

Works with departmental Performance Improvement Committees (PIC) to meet and establish quality and performance improvement project goals and objectives, metrics, standards and dashboards, as well as collect, organize, monitor, and evaluate quality, operational and service line performance data.

5.

Conducts data analysis to determine performance trends in order to proactively recommend improvements and/or corrective actions and recommends performance measures and targets for each project.

6.

Collaborates and communicates with all levels of clinical, financial, and operational management concerning team goals and progress.

7.

Serves as a resource to assigned areas on the appropriate application of Quality Improvement (QI) tools, Plan Do Study Act (PDSA) and other performance improvement methodology.

8.

Works with other QPS departments as appropriate to collaborate in patient care and performance improvement activities (thereby providing alternative methods of addressing issues related to compliance with standards or regulatory requirements/policies).

9.

Participates in quality programs to bring about resolutions (e.g., Patient Safety, Medical Records, Medication Use, Utilization Review, and Quality Review Committees, etc.).

10.

Collects and analyzes data and educates key stakeholders across the organization regarding the Quality Assurance Performance Improvement (QAPI) Plan.

11.

Participates in a national network of performance improvement professionals, sharing best practices, tools and materials while participating in ongoing communication activities and capacity building peer exchanges.

12.

Completes other special projects as assigned.

13.

Serves as a trainer, facilitator, and day-to-day liaison to the organization.

Provides education and/or subject matter expertise as needed or requested.

Attends various meetings, committees, inservices and/or orientations as needed or requested.

14.

Searches out best performance and quality improvement practices and identifies opportunities for implementation.

15.

Ensures adherence to annual QAPI Plan during PI activities throughout all levels of the health system.

16.

Promotes cross-departmental communication, collaboration, and performance improvement as a means of achieving cost-effective, high quality care.

17.

Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans.

Seeks advice and guidance as needed to ensure proper understanding.

18.

Interprets and broadly communicates PI project results and shared learnings to all levels of the health system.

19.

Identifies and analyzes the design of jobs, work processes, work flows, etc.

for the XXX area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.

20.

Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure.

Integrates knowledge gained into current work practices.

21.

Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area.

Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans.

Seeks advice and guidance as needed to ensure proper understanding.

22.

Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.

23.

Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.

24.

Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities.

Ensures that assigned employees receive opportunities to further their knowledge.
