The Manager serves as a member of the management team as a thought leader and senior-level contributor to CBMA to promote NEAs program and policy initiatives related to collectives bargaining, member advocacy, compensation (including pay, health care benefits, and retirement security) and the legal services program.
Required Skills Responsibilities: Managing, planning, coordinating, assessing, and evaluating a comprehensive collective bargaining and compensation program and related activities in support of professional compensation, workplace rights, and policies that support students and educators. Overseeing the development of policy analysis, and advocacy strategies on collective bargaining, labor management collaboration, salary compensation and health care and retirement issues; consulting with and supporting state and local affiliates regarding current issues, in-depth analysis of emerging bargaining issues, and coordinating efforts to promote effective collective bargaining. Developing policy, strategies, and advocacy resources in response to the national pandemic, defending public education pension plans, and developing advocacy tools for affiliates pursuing a student-centered advocacy agenda. Managing the NEA Legal Services team and implementing a new legal management system. This individual manages a team of professionals that analyzes trends and issues in collective bargaining and compensation, conducts advocacy research, tracks legislative developments, and advocates for improvements for education employees. Developing publications, providing training programs, and planning conferences. Developing and utilizing computerized data systems, providing technical support to governance and cross-unit teams in the formulation and implementation of organizational policies, and working in coalition with other organizations to further the goals of the Association Required Experience Qualifications: Masters degree or professional certification in Labor Relations, Public Policy, Economics, Human Resources, Employee Benefits or related field or equivalent combination of education and experience from which comparable knowledge and skills may be acquired. Five years of progressively responsible professional experience in collective bargaining or labor relations advocacy, preferably in the field of public education.
Experience must include in-depth knowledge and demonstrated experience in collective bargaining and compensation issues and policy, strategy, and program development and implementation. Demonstrated knowledge of and experience with member and association advocacy related to legal services and insurance programs. In depth knowledge of collective bargaining and compensation principles and processes.
Demonstrated knowledge of collective bargaining and legislative advocacy techniques and agreements and public sector compensation, including health and retirement benefits. Demonstrated high-level advocacy, interpersonal, and collaboration skills to consult with affiliates, members, NEA staff, and outside organizations and networks. Proven high-level skills in training, advocacy, research and analysis. Effective written and oral communications skills, including analytical report authoring, technical and professional writing, and editing publications and developing and delivering presentations. Proven record in developing collective bargaining and compensation strategies consistent with organizational objectives. Experience leading teams in collective, large-scale efforts, and in managing direct reports. Substantial management experience with a broad background in campaign and program planning, development, implementation, and evaluation.
Demonstrated skill in supervising, motivating, coaching, and mentoring/developing staff. Demonstrated effective policy analysis skills. Successful strategic planning, budget management, and project management skills. Demonstrated flexibility and ability to handle multiple and complex tasks simultaneously under stringent timeframes and changing priorities/conditions. Knowledge of NEA and its strategic priorities, programs, and affiliate policies and practices. Comprehensive knowledge of current and emerging education and worker rights issues and management theories and practices.
Knowledge of data sources, literature, legislation, laws, and policies as they relate to collective bargaining, labor management collaboration and compensation issues at the national, state, and local levels. Demonstrated knowledge of database design and data analysis.
Knowledge of client server and web applications from a technical and business perspective. Proficiency in the use of computer applications, including spreadsheets virtual meeting tools, word processing, database and related software for research, data analysis, and presentations. Successful references. Must be flexible with respect to schedule, working hours, travel, and work assignments, including ability to work late or on weekends when necessary.
