The Project Manager Army Watercraft Systems oversees and manages internal and/or external operational aspects of ongoing projects within a program.
External aspects require leadership and broad expertise across a multitude of disciplines.
Internal aspects may include leading a subset of the projects scope, or interface between project management and planning, project team, and line management.
Influences the adoption of practices, approaches and concepts across multiple disciplines.
Reviews status of projects and budgets; manages schedules and prepares status reports.
Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
Develops implements mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.Essential Functions:Will manage technicians daily work schedules and oversee project efforts by tracking manpower, resources and support efforts of multiple projects.Ability to lead and motivate a multi-disciplined project team.Must possess excellent customer service, verbal and written communication skills with the ability to interface with customers and technical professionals of all levels.Ability to apply contractual terms and conditions to each individual project to meet performance goals as required by the customers’ statements of work and ensures technical, schedule and cost performance objectives are met for external customers as well as internally.Must be a self-starter demonstrating solid judgement; understands when to seek guidance, but has a strong ability to think and act independently under limited oversight and direction.Development and maintenance of program Work Breakdown Schedules (WBS) to include installation schedules, manpower, subcontractor efforts, and material resource allocations.
Develops subcontractor Statement of Work (SOW) and supervise all subcontractor services.Ensure employees follow organization’s policies and procedures.
Ensure employees receive the appropriate training in accordance with the established company policies for the tasks being performed.Ability to read and interrupt drawings and diagrams of various systems.Will interface effectively with customers, vendors and subcontractors.Assist the Program Manager in proposal development responses to Task Order (TO) Request for Quotes (RFQs) /Request for Proposals (RFPs).Will assist the Program Manager in employee recruitment, selections and evaluations as well as other items as assigned.Work environment consists of an office setting and will also be onboard various types of ships in and out of a shipyard environment.
Subject to long periods of standing and kneeling and must be able to work in outside weather elements.
Should be physically able to move throughout ships, shipyards and dry-docks.Frequent travel, at times up to 50 percent of the time, by air and car required within the Continental United States and Outside the Continental United States.Must be capable of lifting 40 lbs.Other duties as assignedQualifications:Two (2) years post-Secondary/Associates degree and a minimum of eight (8) years of prior related experience.A minimum of five (5) years hands-on experience with Federal Government Army Watercraft Systems.Experience in the management of complex military technical programs supporting operations.Requires practical knowledge in leading and managing the execution processes, projects, tactics and employees within a team.Strong technical knowledge and analytical skills with Army Watercraft Systems fleet of vessels.Knowledgeable in installation onboard Army Watercraft vessels.Ability to work in a fast paced and deadline driven environment is necessary.Capable of working independently and leading a team.Must be proficient in Microsoft Office, including Outlook, Excel, Word and Microsoft Visio.Position requires the ability to obtain and maintain a Secret security clearance.Must be able to obtain credentials to access military installation.Must be able to obtain a valid U.S.
Passport.Must have a valid driver’s license.Preferred Additional Skills:Former and/or retired from the Army Watercraft Systems field.Active Secret Clearance.
