Works under general to minimal supervision, with moderate to considerable latitude for the use of initiative and independent judgment.iGENERAL DUTIES:
– Oversees or assists in the planning, developing, and implementing priority programs and solicitations and grant and grant/contract development by describing services to be rendered, evaluating bidders/grantees, and establishing deliverables and reporting requirements.
– Develops, negotiates, manages, amends, and closes out contracts and grants for federal programs.
– Establishes and develops working relationships with grantees, conducts monitoring and oversight of grantees fiscal and program performance serving as the grantees primary point of contact.
– Maintains consistent, regular and effective communication with grantees.
– Oversees and initiates appropriate and comprehensive reviews; manages and analyzes grant performance and expenditures.
– Documents grantee performance, compiles information, and develops and presents reports to staff and management concerning the status of contracted projects and related activities.
– Assesses ongoing compliance with contract terms, laws, regulations, and policies, and recommends contract action to management.
– Determines the need for, initiates, and provides technical assistance to grantees by utilizing program expertise and through communication with internal program staff and contractor, including on-site visits.
– Establishes, maintains, and works effectively with internal staff to evaluate compliance with the terms and conditions of the contracts, and in the conduct of related agency activities.
– Resolves issues by defining causes of errors and recommending appropriate resolution.
– Interprets and applies agency policy and procedures in accordance with the Contracts Administration Standards Manual (CASM) and Financial Manual for Grants and Contracts (FMGC) and federal or state law and regulations governing the use of contracted funds.i Enters and tracks contract/grant data using multiple internal on-line tracking systems.
Timely and accurately completes and monitors required performance reports.
– Coordinates the risk assessment process for contract/grant monitoring and planning.
– Assesses policies and procedures and makes recommendations to management.
– Oversees and analyzes operations and researches, reviews, and evaluates information on programs and services in order to identify gaps in resources and to recommend improvements.
– Proficient use of personal computer and software applications (MS Excel, Word, Outlook, Access and Power Point) is required.
