Position Summary:The University of Alaska Land Management office is seeking a highly motivated, detail-oriented professional ready to take on multifaceted and exciting work. Duties:

20 DEPARTMENT ADMINISTRATION Represent the University on investment and educational property matters to the general public, other landowners, at city and borough planning commission public hearings, platting boards, and other public forums. Design and produce static or active maps in a comprehensive layout of all map components (i.e. map shape, inset maps, photographs, explanation, title, legend, scale) from a variety of sources including aerial photography, GIS/AUTOCAD, USGS Topo maps, status plats, master title plats, surveys, other maps, and GPS coordinates. Responsible for the accuracy of University properties as they are depicted on any graphic or document used internally or in public. Make accurate mathematic calculations relating to map coordinates, projections, and photo or map scaling. Interpret and utilize various graphic and non-graphic map compilation source material such as digital data, documents, title reports and deeds for research to ensure that all information is portrayed accurately. Organize and attend site visits, as needed. Site visits may include site inspections and locating property boundaries in the field. Perform routine preventative maintenance and upgrades necessary to maintain equipment and program functionality. Essential

20 RECORDS ADMINISTRATION Support all project development though spatial data management, analysis, and cartography; Responsible for the maintenance and management of property and/or project specific spatial data. Develop and maintain a control/tracking/inventory/disposal GIS database to provide use and historical data of University properties; Maintain all drawings and data, both electronic and hard copy, within Land Managements filing system and server. Drawings and data may include building floor plans, building data, as-builts, rough or detailed sketches, operation and maintenance manuals, and/or other record documents of Land Management and other University departments as well as third-party contractors; and Build, maintain, and support custom web mapping applications, dashboards and mobile tools. 30 GIS SYSTEM DEVELOPMENT AND ADMINISTRATION Conducting research to locate and obtain information from existing databases; Compiling geographic data from a variety of sources; collaborate with both internal and external stakeholders to support the development of an Enterprise GIS system; Support interoperability between GIS, AutoCAD, GoogleEarth, and other specialized software / data services; Identifying data needs for specific projects, determining compatibility with other platforms, and locating missing information; Digitizing geographic information by translating raw land-based data into code; Identifying basic interrelationships within data and applies layers of geographic data to produce spatial analysis and derivative maps to promote effective and economical management of natural resources; Reconciling coding errors and resolves recurring technical problems; Analyzing cumulative impacts of frequently measured environmental factors and conducts basic 3D/spatial analysis and geospatial modeling to analyze resource distribution and behavior; Providing technical user support and troubleshooting assistance for recurring problems related to GIS hardware and application software; Assists in implementing an integrated training program to teach basic skills in the use of geospatial software, data acquisition, retrieval and analysis, in order to meet local needs; Ensure proper coordinate systems and transformations are applied and documented for spatial data; Conduct site suitability analysis; Ensuring data integrity; Prepare spatial data transmittal packages; Mapping land records including parcels, easements, and other documented boundaries; and Support field data collection and navigation though mobile apps. 30 PROPERTY MANAGEMENT DUTIES Monitor Land Management’s real estate portfolio of investment and educational properties including permits, leases, easements, resource projects, material sale agreements, and other real property agreements. Provide research and support for the permits, leases, easements, property sales, acquisition and development of the University’s investment and educational properties. Conduct land, regulatory, and related property and project research. Create maps, research legal access, prepare rezones, easement vacation applications, and other land use authorizations necessary to facilitate project completion. Investigate and recommend resolutions for property and/or trespass violations. Provide assistance with department reports, presentations, and development projects with property information and maps. Create interactive maps and static maps for website, documents, presentations, and general communication. Provide support to administrative functions and department website. Work with internal teams and perform additional duties to assist in project development and land acquisition as required; and Provide training, guidance, expertise, and assistance in CAD and GIS operations to professional and/or technical staff. The University of Alaska Land Management Office (Land Management) is responsible for the sale, lease, and development of University lands. The University of Alaska owns approximately 150,000 acres throughout Alaska, of which 12,000 acres are dedicated as educational property for campus use. Land Management has two office locations: one in Anchorage and one in Fairbanks. Land Managements primary role is to generate revenue from the Universitys real property and to prudently manage its grant land to support the Universitys educational mission by responsibly developing its investment land and managing educational land consistent with each campus goals and objectives.

Land Management provides development activities that support local jobs in Alaska and help to fund the UA Scholars Program. We provide the technical real estate support for the Universitys Land Grant education and research mission by providing all real property management. We are dedicated to responsible development of all UA lands for their highest and best value.

The GIS Specialist/Analyst will leverage GIS to creatively problem solve, conduct analysis, and produce exceptional maps and mapping web applications to support Land Management with its sales, lease, and commercial development projects of residential subdivisions, timber, mining, gravel/material, and renewable energy. This position will be engaged in supporting all aspects of project development including but not limited to site identification, due diligence review, grid interconnection, permitting, and engineering. This position reports to a Regional Resource Manager. This position may be required to travel up to 25% of the time, with travel to the Fairbanks office for training sessions and properties throughout Alaska conducting site visits; support Land Management through developing an administrative level understanding of GIS to support ongoing process improvement and provide technical support to the UALM team; and performs all other duties and special requests, as assigned by management.

The ideal candidate will be located in the Anchorage office and may have the opportunity to work remotely.

Knowledge, Skills & Abilities:

A strong understanding of land records (including parcels, lots, and easements) and legal descriptions including metes and bounds and Public Land Survey System (PLSS);

High proficiency in communication, written, oral, and cartographically the ability to convey spatial information to non-GIS user is essential;

Must be able to troubleshoot problems and find solutions independently. Critical thinking and creative ingenuity are essential;

Must have initiative, problem-solving skills, and ability to work efficiently and effectively alone or with a team;

High degree of professionalism and conduct at all times;

Able to multi-task, set priorities, meet deadlines;

Experience:

Bachelors degree, preferably with a major in Geography, Information Systems, Information Technology, Land Planning, Environmental Sciences, or another related field;

Education and/or Training:

  • No assumptions will be made about your experience.

Demonstrates 2+ years of experience using the ESRI GIS platform (both desktop and online), required;

Experience authoring, updating and managing web maps and mapping applications, required;

Experience in commercial scale renewable development or land records mapping, highly preferred;

Experience using mobile GIS/GPS tools to collect and validate field data including Collector, Survey123 and ArcGIS Field Maps, preferred;

Experience with AutoCAD and use of data within the GIS environment and understanding of the AutoCAD data model, preferred;
