Job Description LB&B Associates Inc.
is seeking a Facility Operations Manager to for its contract to provide operations and maintenance support for the National Archives Building in College Park, MD.
The Facility Operations Manager must have at least ten years management experience, and possess five (5) years within the last seven (7) years responsible experience in the management and supervision of complex government, commercial or institutional facilities involving facility operations and maintenance, and janitorial, of the approximate size and characteristics of the National Archives Building in College Park, MD.
Must have demonstrated skills and knowledge in the establishment and management of an organization that will operate and repair complex mechanical, electrical, and plumbing systems.
Major Duties: include but are not limited to:
• Supervise the technical operations and maintenance of a building under this contract, supervise technical staff, and provide support to other buildings and supervisors as required.
• Supervise technical staff, prepare work schedules, and assign specific duties.
• Prepare and carry out building safety plans.
• Ensure that on-site technical staff complies with security requirements.
Shall have all subcontractors sign in/out whenever entering/exiting FOBs and keep a proper log.
• Schedule, coordinate, and carry out preventive maintenance (PMs)s.
Ensure that building is well maintained and always remains operational.
• Ensure that facilities meet environmental, health, and security standards, as well as government regulations.
• Timely respond to customer requests and complaints.
• Support the Facilities Manager in negotiating contracts and managing relationships and coordination with vendors who service the buildings being managed.
• Ensure that tapping into existing utilities, services, piping, ductwork, fire safety, and security system meets building policies and procedures and follows a consistent approach.
• Carry out operations and energy plans for all buildings under this contract.
• Ensure that testing and planned shutdowns and start-ups of systems are conducted so that the integrity of all systems is maintained.
• Ensure that adequate testing, commission, and training occurs for all repairs, alterations, and construction projects
• Track all building electrical and mechanical service capabilities to coordinate future tie-ins so that all systems remain balanced.
• Advise customer of any dangerous conditions, accidents, and any other safety conditions requiring immediate action
• Shall be available at all times to include after-hours and Holidays to respond to emergencies within the facility.
• Regularly meet customer to provide updates on contract performance.
• Plan and conduct preventive maintenance program, keeps records and prepare reports.
• Train new employees.
• Ensuring that the procedures, technical manuals, and contractual requirements are complied with when performing inspections, configuration changes, alterations, testing, and refurbishment
• Perform inspections and audits on preventive maintenance processes, service calls, and maintenance repairs, ensures, through various audits, inspections, tests, and measures, that shop personnel follow approved procedures/directives when performing repairs to equipment, service calls, alterations and maintenance repairs.
• Ensure that corrective action requirements are established and maintained for problem reporting and problem recurrence.
• Monitor all operations for ensuring a safe working environment is established and maintained.
• Ensure personnel performing assigned tasks are qualified and certified as required.
Establishes trend analysis data for process monitoring and problem reporting.
• Monitor the management systems for compliance with applicable directives governing recall, maintenance, repairs and inspections of necessary support items such as documentation, calibration of equipment and material handling devices.
• Ensure that personnel performing repairs to equipment follow all procedures governing the repair and operation of the applicable equipment.
• Perform quality assurance audits as planned and directed and as required.
• Develop trend analysis data of preventive maintenance, service calls and maintenance repairs for monitoring and problem identification.
• Perform, witnesses, monitors, and verifies the inspections, repairs, alterations, and tests performed by shop personnel.
