GENERAL SUMMARY: Plan, direct, and coordinate the operations and maintenance of certain city buildings.
Duties and responsibilities include formulating policies, managing daily operations, planning the use of human and financial resources; directly supervising and coordinating work activities of a maintenance worker and custodians; and performing related duties as requested.
The Facilities Manager will work in partnership with department heads to oversee buildings and site maintenance and is responsible for ensuring assigned facilities are safe, efficient, clean, welcoming, and fully operational.
The idea candidate will work with initiative and be an independent thinker and problem solver.
DISTINGUISHING FEATURES OF THE CLASS: Under general direction of the Engineering Department’s City Engineer, this position leads, directs, coordinates, and manages building operations and site maintenance in partnership with other city departments and lessees.
The Facility Manager is responsible for managing small capital projects, supervising maintenance, and custodial staff, and working with service vendors.
The Facilities Manager exercises leadership, initiative and a high level of judgement and discretion.
Examples of Duties
JOB DUTIES:
• Oversee building functions to ensure safe and welcoming environment.
• Coordinate maintenance of building security and life safety systems; and HVAC/MEP system and building envelope repairs and maintenance.
• Specify, bid, and coordinate contacts for equipment, materials, supplies, and services for cleaning, maintenance, and on-call repair activities.
• Collaborate with Engineering Department staff and key stakeholders to prepare capital budgets for the repair, expansion, and replacement of major building system components.
• Plan for facility needs related to long term organizational growth.
• Identify, respond to and resolve requests for building related service or repairs.
• Inspect assigned facilities to ensure standards are maintained.
• Establish and update facility management plans, periodic maintenance and cleaning checklists, and materials and equipment inventories for buildings and grounds.
• Plan, prepare and implement conservation, waste minimization, and renewable energy programs.
• Coordinate cleaning and service schedules of vendors and contractors with department leaders and key stakeholders.
• Lead and manage maintenance and custodial personnel.
• Confer with employees to establish, coordinate and schedule maintenance, cleaning activities, quality, and productivity standards.
• Manage the budgets.
• Analyze data and financial records to inform operational decisions; and activities to improve efficiencies and systems performance.
• Assist with developing and implementing organizational policies, programs, goals, and objectives; enterprise-wide work order, asset management, and ADA transition plans.
• Conduct employee training programs.
• Maintain and enforce OSHA standards and life safety codes in all assigned buildings.
• Lead project teams.
Typical Qualifications
KNOWLEDGE, SKILLS, AND ABILITIES:
• Building Design
– Knowledge of design procedures and practices, and practical application of building science and technology.
• Building Construction
– Knowledge of materials, methods, and processes involved in the construction or repair of commercial and industrial buildings, municipal facilities, and parking lots.
• Public Safety and Security
– Knowledge of relevant equipment, policies, procedures, and strategies for the protection of people, data, facilities, and grounds including OSHA and NFPA compliance.
• Customer Service
– Knowledge of principles and practices for providing outstanding customer services which includes needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
• Administrative Management
– Knowledge of business and management principles involved in strategic planning, goal setting, resource allocation, personnel management, leadership and management skills, and productivity methods.
• Project Management
– Managing teams to satisfy project scope, establish critical path schedules, maintain project budgets, manage risk, and maximize resource allocation.
• Personnel and Human Resources
– Familiarity with principles and procedures for personnel recruitment, selection, training, compensation and benefits, and labor relations.
REQUIRED QUALIFICATIONS:
• At least 2 years of experience in building/facility maintenance or civil infrastructure field which includes supervisory or project management work.
• At least 2 years of coursework in building/facility management, construction management, architecture or engineering, property development, business administration, public administration, or a related field, or;
• Equivalent education and experience equal to 4 years.
• Experience using Microsoft 365 and Adobe Acrobat.
• Possession of a State of Iowa issued driver’s license or ability to obtain within 2 months and automobile insurance coverage consistent with the City’s requirements.
DESIRED QUALIFICATIONS:
• Additional years of supervisory experience in facility/building management or a related field.
• Additional years of facilities related capital project management.
• Graduation from an accredited college or university with a bachelor’s degree in facility management, construction management, architecture or civil engineering, property development, purchasing/procurement, business administration, or related field.
WORKING CONDITIONS: Duties include standing, bending, squatting, and lifting up to 30 pounds assisted; and includes working indoors and outdoors or in non-permit confined spaces.
Supplemental Information
RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within thirty (30) miles of the corporate limits of the City of Dubuque as soon as practicable after appointment, but no later than two years of appointment.
