This Document Configuration Manager is accountable and responsible for management, guidance and coordination of Specification Writers, CAD Technicians and Consultants involved in developing and maintaining WMATA standard specifications, standard drawings, directive drawings and design criteria. The manager in this position controls, distributes and maintains configuration of these documents in accordance with WMATA Policies, Instructions and Procedures. Additional responsibilities include the storage of all contract documents, drawings, manuals and other materials in a manner that is traceable, easily retrievable and available to all authorized staff.Knowledge of Construction Specification Institute (CSI) format for construction specifications, Master-Specification software or similar industry standards are required as is certification within one year of hire.Professional Licensure in Architecture, Engineering or Geomatics is desired by not required.Job responsibilities require a manager that is customer service oriented with a high degree of creativity, team coordination and problem-solving skills.Minimum Qualifications:Graduation from an accredited college or university with a Bachelor’s Degree in Engineering, Architecture or related field. Minimum of eight (8) years of ‘hands on’ experience in development and review of construction documents (construction specifications, drawings and technical documentation) which should include four (4) years of supervision.Or, an equivalent combination of post high school education and a minimum of twelve (12) years of ‘hands on’ experience in development and review of construction documents (construction specifications, drawings and technical documentation) which should include four (4) years of supervision.License:Possession of or ability to acquire CSI, Master Specification or similar certification for specification and technical writing within one year of hire.A District of Columbia, Maryland or Virginia motor vehicle operator’s license issued from jurisdiction of residence preferred.Medical Group:Ability to satisfactorily complete the medical examination for this position. Must be able to perform the essential functions of this job either with or without reasonable accommodation(s).Job Summary/Duties:Under general supervision of the Deputy Chief Engineer, this position reviews, evaluates and screens drawings, reports, specifications and design criteria for incorporation into WMATA official document repository. Incumbent controls, distributes and maintains configuration of these documents in accordance with established Policies, Instructions and Procedures.Manages Specification Writers, CAD Technicians and Consultants to develop and maintain all technical records, criteria, specifications, standard drawings for the facilities and systems controlled by the Chief Engineer and the Deputy Chiefs.Prepares guide and standard specifications, coordinating these internally and with external agencies, making amendments as needed to ensure that they meet Jurisdictional requirements and WMATA policy.Manages development and maintenance of all design drawings, standard drawings, and As-Built & As-Is drawings in accordance with the CAD and BIM Manuals. Archives the As-Built drawings delivered by contractors and edits as required by discipline manager to reflect the As-Is condition of the facilities and systems.Manages the storage of all contract documents, drawings, manuals and other materials in a manner that is traceable, easily retrievable and available to all authorized staff.Maintains access rights and responsibilities to the records to ensure necessary documents for project implementation are available to WMATA project staff.Reviews specifications, drawings and other technical documents prepared for specific contracts by Section Design Builders (D/B’s), On-Call consultants, Contractors for conformance with published manuals, procedures and recommends acceptance for storage in WMATA repository.Compiles specifications for special projects designed by WMATA Staff.Prepares and disseminates instructional manuals for use by D/B’s in preparing and amending specifications as needed.The above duties are general and not intended to determine specific duties of the position.
