The Center for Caregiver Advancement (CCA) is the largest provider of training for long-term care workers in California.

Our mission is to build the workforce of highly trained caregivers that many Californians can’t live without.

We champion training for all caregivers and work to make it universally accessible.

We believe that trained caregivers should be respected and valued professionals, as they have proven to enhance the quality of life and save money for our overburdened healthcare system.

Our efforts create jobs and upward mobility for the millions of people who are needed as caregivers in California.

With the wave of the baby boomers in or approaching retirement age, 10,000 people will turn 65 every day for the next 15 years, which creates systemic pressures and the need for growth of the long-term care workforce.

CCA is working to enhance the skills of direct care workers, who are predominantly women of color and immigrants, that are needed to support this diverse aging population.
Through advocacy work with many stakeholders in the aging community and our union partner, SEIU Local 2015, we are poised to participate in the building of an IHSS career pathways system that has been funded in the state budget.

Position Summary: The Director of Programs, is responsible for developing, planning and overseeing the coordination and administration of all aspects of our home care training programs, including proof of concept, planning, budget development, staffing, and leading the direction of program activities.

The Program Director creates functional strategies and specific objectives to meet the current and anticipated needs of students and stakeholders to support the functional infrastructure in the ever-expanding IHSS home care workforce.
Essential Duties and Responsibilities:
▪ Plans the delivery of the overall program and its activities in accordance with the Vision, Mission and Strategic Plan of the organization.
▪ Assesses program needs and ensures that program objectives are met and are in line with organizational strategic plan.
▪ In conjunction with various team department heads, develops statewide strategies to deliver training program for IHSS home care workers, who provide home based care to low-income seniors and people with disabilities.
▪ Develops new initiatives to support the strategic direction of the organization.
▪ Develops and implements long-term goals and objectives to achieve the successful outcome of the program.
▪ Accountable for the development of program budget and operating plan to support the programs and monitor spending to stay within budget.
▪ Develops program impact studies to assess the strengths of the program and to identify areas for improvement.
▪ Directs and shapes the instructional design and instructional processes in conjunction with committees and instructional designers.
▪ Works with University research partners, stakeholders, staff, external subject matter experts in developing program curriculum, competency tests, delivery standards, policies and outcome measurements.
▪ Ensure that program activities operate within the policies and procedures of the organization.
▪ Oversee the collection and maintenance of student records for statistical purposes and reporting in accordance with the confidentiality and privacy policy of our organization.
▪ Develops and maintains relationships with and communicates with funders, research partners, union partner, Managed Care Organizations, and other stakeholders for a variety of purposes.
▪ Coordinates with other staff to ensure effective and efficient program delivery.
▪ Develops and writes meaningful reports based on program data for management, funders, and other stakeholders.
▪ Maintains workplan for position and assists program staff with the development and tracking of their workplans.
▪ Responsible for directing community outreach efforts by actively leading field team by modeling behavior, providing direction, and coaching to improve performance.
▪ Monitor’s recruitment and program data and takes corrective action to ensure successful enrollment and retention outcomes.
▪ Develops, monitors, evaluates, and refines CCA program processes to ensure optimal delivery and quality experience for students, ensuring program objectives are met.
▪ Supervises administrative, instructional, and field staff, conducts observations, administers staff evaluations, ongoing training and professional development.
▪ Collaborates with department heads and President & CEO when writing grant proposals
▪ Remain current in program discipline, including attending professional conferences.
▪ Ability to interact and communicate courteously and tactfully with managers, co-workers, students, vendors, and stakeholders.
▪ Ability to work in a team environment, use tact and diplomacy and exhibit problem solving skills, as well as multi-task and work well under pressure.

▪ Possession of valid CA Driver’s License and reliable transportation.
▪ Other duties as assigned by President & CEO or designee.
Experience and Qualifications
▪ Bachelors’ degree in gerontology, program management, social services, public health, or related field; master’s degree preferred.
▪ Five years’ experience developing program structure, with emphasis on delivery of instruction, recruitment, home care or adult education.

Experience with an LMS is a plus.
▪ Five years of experience managing programming, with at least four years in a supervisory capacity.
▪ Familiarity with healthcare and long-term care environment, delivering training programs to multi-lingual adults, and experience with union partnerships strongly preferred.
▪ Experience scaling up programs to a wider audience.
▪ Experience assessing staff performance, and developing and delivering staff training.
▪ Excellent verbal and written communication skills including the ability to foster a cooperative atmosphere in a diverse community.
▪ Highly organized, systemic thinker with strong management skills.
▪ Bilingual desired (in Spanish/English, Chinese/English, Korean/English, or Armenian/English).
▪ Valid CPR/First Aid certification or ability to obtain certification within 90 days of hire.
▪ Proficient in MS Office applications and familiar with database programs like SalesForce.
▪ Flexibility to work long and irregular hours, including evenings and weekends, as needed.
▪ Able to travel within California, and occasionally to other states within the United States.
Extent of Supervision Received: Operates independently on routine assignments.

Minimal supervision should be required for the person who is handling the essential functions of this position in a competent manner.

Moderate supervision with minimal instruction may be required for special non-routine projects.

Exercises a high degree of independent initiative and decision-making.
Physical Requirements and Work Environment: Employees must recognize that working in the non-profit environment is demanding work, which sometimes requires working long or irregular hours.

Salary and Benefits: $90,500 – $128,000/annualized based on experience.
