Description
Worcester Recovery Center and Hospital (WRCH) operated by the Department of Mental Health (DMH) is seeking an experienced professional to serve as the Director of Hospital Security.
The selected candidate will be responsible for the development and oversight of a comprehensive security management plan that provides and promotes a safe and secure environment for WRCH’s patients, employees, and visitors.
The Director ensures the security and protection of equipment, property, and other assets.
To be successful in this role, the incumbent will be needed to provide additional support and leadership for administrator on-call responsibilities, risk evaluations and mitigation, development of security strategies, training of staff and patients, enhance integration of environment of care, nursing and emergency and safety management coordination, and to analyze data of hospital and security internal operations and identify areas of improvement.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
• Manages the overall leadership and strategic direction for WRCH’s safety and security operations including Safety and Security Management and Emergency Response programs.
• Supervises staff to optimize effective, efficient, compliant operations and manage resources; identifies and ensures all required/appropriate training and professional development needs for staff.
• Participates and contributes to the development of Security Management and Emergency Response plans required for accreditation.
• Provide direct supervision to the Chief of Campus Police, Safety Officer and Security Officer through regular supervision, communications, and annual evaluations, including indirect and direct staff and evaluations.
• Coordinates planning and implementation of Executive Order 511 on workplace safety, serves as the Area Emergency Response Coordinator, and liaises with central office for all emergency response activity.
• Participates in all Written Security Plans to ensure Campus Police representation and participation in all Environment of Care processes and all other meetings addressing security initiatives.
• Ensures compliance with all hospital safety/security protocols, policies, and practice in accordance with DMH regulations and CMS/Joint Commission standards.
• Develops, maintains, and monitors systems to evaluate the effectiveness of all WRCH campus security to ensure a safe workplace and milieu for staff, clients, and visitors.
• Provides best practices and recommendations to hospital leadership to streamline, enhance, and/or implement safety through security measures.
• Coordinates, oversees, and manages WRCH’s Pandemic response including monitoring all compliance aspects, identifying any areas of concern and parenting with senior leadership.
• Fosters and supports staff opportunities for career growth and succession planning; maintains a workforce competent to operate when short on staff positions including hiring processes.
• Represents WRCH at statewide meetings and conferences with representatives of federal, state, municipal agencies, community, and other groups to provide information.
Preferred Qualifications:
• Emergency Management and/or or law enforcement experience.
• Substantial administrative and supervisory experience in facility security operations.
• Working knowledge of the protocols, rules, and regulations of community and hospital policing.
• Experience with electronic ID and facility-access systems.
• Familiarity with Joint Commission and Accreditation, as well as Division of Labor Standards.
• Working knowledge of Incident Command structure and the ability to function as an Incident Leader.
• Considerable knowledge of emergency and non-emergency protocols and procedures.
• Ability to solve problems and relate to hospital staff, constituents, and other community members in a positive and professional manner.
• Capacity to perform well under stress and in emergency situations.
• Willingness to embrace new and innovative organizational practices.
• Talent for recognizing the cultural diversity of the campus community and ensure sensitive and equitable treatment of all staff and visitors.
• Given the population served, bilingual or multilingual fluency or ASL preferred.
About Worcester Recovery Center and Hospital (WHRC):
Located on over 100 acres in Worcester, Massachusetts, Worcester Recovery Center and Hospital (WRCH) is part of an integrated network of effective, efficient and culturally competent mental health services.
It provides intermediate and long-term inpatient care for individuals with serious and persistent mental illness who live in Massachusetts, as well as individuals requiring specialized court ordered evaluations.
WRCH provides inpatient services to 260 inpatient adults, inclusive of a Deaf Inpatient Mental Health Service; 30 inpatient adolescents and 30 residential adolescents, in an Intensive Residential Treatment Program (IRTP)

Qualifications
MINIMUM ENTRANCE REQUIREMENTS :
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I.
A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II.
A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
III.
A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV.
A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
