The primary purpose of this position is to serve as the Deputy Regional Director, and exercise the full range of supervisory authorities and responsibilities in directing the work of subordinate staff.Duties performed:* Interview candidates for vacant positions and make recommendations for appointments, promotions, or reassignments.* Reviews and recommends improvements in established work methods, and the structuring of positions* Manages, develops and oversees the region-wide law enforcement and security program under the direction of the FPS Security Director.* Determine if procedures, methods, and physical safeguards employed provide adequate protection, and make recommendations improving existing security measures and reducing vulnerability.Travel Required50% or less

Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 USC § 7501-7533 and 5 CFR Part 752, as appropriate).QualificationsApplicants must demonstrate that they meet the Minimum Qualification requirements as noted below.Specialized Experience:GS-14: Applicant must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following:* Ensuring the protection of life and property within federally controlled facilities by maintaining law and order through the enforcement of statues and regulations.* Directing projects that supports region-wide law enforcement and security program.* Making recommendations to improve existing security measures and to reduce vulnerability.* Leading and directing the work of law enforcement staff (i.e.

assigning work, developing performance standards, making authoritative decisions regarding personnel actions, etc.).Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet “time-in-grade” requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), “Notice of Personnel Action” that indicates proof of status and time-in-grade eligibility.

The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).All qualification requirements must be met by the closing date of this announcement.

You will receive credit for all qualifying experience, including volunteer experience.Medical Examination: The person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties.

This position may be subject to periodic incumbent examinations in the future.Training Requirement: Incumbent must complete or must have previously completed an approved law enforcement training program at the Federal Law Enforcement Training Center or a substantially equivalent program approved by FPS in compliance with agency policies.Firearms Requirement: The incumbent must carry firearms and maintain proficiency in their care and use in accordance with FPS policy and standards.Motor Vehicle Operation: Incumbent must possess and maintain a valid motor vehicle operator’s license.

Motor vehicles must be driven and managed in accordance with Office of Personnel Management (OPM) and Federal Protective Services (FPS) policies and guidance.Mobility Agreement: This position requires the incumbent to be reassigned to a different geographic location.

Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect while assigned to this position as a criminal investigator.Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Fun Control Act of 1968.

Person convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.Law Enforcement: The position possess law enforcement authority under 40 U.S.C 1315, exercising such authority relating to criminal offenses to provide investigative and law enforcement services to customer agencies, Federal employees and members of the general public located and/or conducting business in government-owned or leased properties.EducationEducation is not qualifying at the GS-14 level.
