Deputy Director of Operations

Valley Emergency Communications Center

This is a Full-time position in West Valley City, UT posted February 4, 2022.

Description

Reporting to the Executive Director, the Deputy Director of Operations ensures the efficient and effective operations of the Salt Lake Valley Emergency Communications Center (SLVECC or Center) by demonstrating operational leadership, providing effective communication, and promoting exceptional customer service to the public and member agencies served by the Center.

The Deputy Director of Operations will be responsible for assisting in the day-to-day planning, managing, organizing, staffing, and directing of the operations of the Center, as well as, coordinating assigned activities with member agencies.

Distinguishing Position Characteristics

This is a supervisory, FLSA Status Exempt position which carries with all the same responsibilities and task required of an Emergency Communications Officer as well as the responsibilities and tasks required of a supervisory, management type position.

While the Executive Director is responsible for and directs all functions and staff of VECC, the Deputy Director of Operations manages VECC’s 9-1-1 Center operations, the shift commanders, operations supervisors and their functions, and acts as second-in-command of VECC.

Roles & Responsibilities

The Deputy Director of Operations will work in close, confidential relationship with the Executive Director and supervise the VECC Shift Commanders, Operations Supervisors, and CAD Administrators providing high-level policy development and implementation.

These positions, as a team, will administer the daily operations and activities of SLVECC.

Essential Functions
Assists the Executive Director to develop and implement SLVECC strategies, goals, and objectives related to programs, projects, and activities on functions, issues, and mission of the Center.
Establish operational metrics related to the 9-1-1 functions, including leading management teams, with primary responsibility for translating SLVECC’s business/program vision and strategy into operational tactics and building the necessary organizational support and infrastructure.
Serve as direct liaison to all SLVECC member agencies, communities, and regional partners and coordinate communications to the media and public.
Consult with the Executive Director on the formulation of policy and priorities, undertake oversight responsibilities in areas specified by the Executive Director for services, controls, and reporting systems for the continuity of effective and efficient delivery of emergency communication services to the public.
Supervise employees, performing personnel-related functions, including discipline, and completing necessary paperwork.
Assist in overseeing all functions necessary to implement the Board of Trustees and Operations Board’s emergency communication services.
Assist in developing policies and procedures which ensure compliance with county, state, and federal rules/regulations.
Stays up to date with the technology necessary to operate efficiently and effectively.
Assist in providing oversight for the training programs of the Center.
Serve as liaison for SLVECC on state, regional and local boards, committees, and other bodies, as required.
Assist the Executive Director in researching, analyzing and reporting on proposed and current legislation effecting mandated 9-1-1 communication services and providing recommendations.
Assist in communicating decisions and other information related to SLVECC operations to the Board of Trustees, Operations Board, and vendors as necessary.
Assist in administering the career development program, employee exit interviews and employee awards/recognition programs.
Stay up to date of new trends and innovations in the field of emergency communications and multimedia technologies.
Establish and maintain diplomatic relations with management, board members, elected officials, employees and the public representing diverse cultures and backgrounds.
Coordinate communication efforts with employees.
Assist in the administration of SLVECC’s recruitment, hiring and retention process.
Assist in the selection, training, and evaluation of personnel; recommend and/or initiate personnel actions such as promotions, transfers, discharges, and disciplinary actions.
Identify opportunities for improving programs, services and service delivery methods and procedures, review with appropriate staff and management, and implement improvements.
Direct the preparation and analysis of reports and studies relating to emergency communication service issues; recommends policy improvements and provides appropriate cost analysis of various proposals.
Review and monitor reports of SLVECC”s activities and evaluate performance management; manage employee relations.
Prepare reports and make presentations, as needed.
Perform related/other work as assigned.
Compensation & Benefits

The anticipated hiring salary range is $108,000-$132,000, depending on qualifications and experience.

Working Conditions / Physical Demands

While performing the duties of this job, the incumbent is regularly required to talk and hear.

The incumbent is required to frequently sit, stand, and walk; hand dexterity with ability to use tools or controls; operate a computer; reach with hands and arms.

The incumbent may occasionally lift and/or move up to 20 pounds.

Specific vision abilities required by this position include close vision, distance vision, peripheral vision, depth perception and the ability to focus.

Clear, understandable speech is required.

Assignments may include serving as part of an emergency operations management team which may require working outside normal business hours including periods of extended duration, nights, weekends, and holidays and/or traveling and representing VECC at local, state, or federal meetings and events.

Requirements

Education or experience equivalent to graduation from an accredited college or university with a bachelor’s degree in Business Administration, Public Administration, Emergency Management, or a related field is required.

The ideal candidate will have a minimum of ten years’ experience in medium to large PSAP with three or more of those years of progressively responsible administrative or management experience in the operation of an emergency communications center.

Preferred applicants will possess strong knowledge of 9-1-1 technical operations and of public safety communications systems; strong skills in the use of computers and software; working knowledge of two-way radio, Computer Aided Dispatch, Call-Handling Equipment, and Enhanced 9-1-1 Systems; and technical knowledge of wireline and wireless telecommunications.

Applicants should also have the skills and abilities to handle multiple projects simultaneously and to communicate effectively both verbally and in writing.

APCO International RPL and NENA ENP certifications will be well-received.

This position will require a background check and pre-employment drug screening.

Additional Requirements
Possess a valid State of Utah driver’s license.
Successful candidate should be certified by Utah Peace Officer Standards and Training (POST), and be willing to, if not already, become certified.
Should be certified in emergency medical dispatch (EMD), and be willing to, if not already, become certified in EMD.
