HESSCO Elder Services, a non-profit social services agency, is seeking a full time (37.5 hours/week) Contracts Manager.

Reporting to the Executive Director, the Contracts Manager is responsible for the development and maintenance of all purchased service contracts and relationships, evaluation of vendors, on-site monitoring, auditing and the contract bid process.
Essential Duties and Responsibilities include:
1. Oversee the daily operations of the Purchased Services Department, ensuring accurate processing of all service-related data entry including openings, changes, closings, and transfers for consumers between care enrollments/programs.
2. Administer the Request for Proposal process for service provider contracts.
3. Conduct vendor audits and monitoring for contract compliance according to the funding source requirements.
4. Develop and maintain good working relationships with provider agencies through regular communication and problem resolution.
5. Maintain the complaint/compliment log on vendors for use with quality assurance and vendor re-contracting. Conducts analysis of information.
6. Maintain updated contracts in SAMS and work with the Fiscal Department around vendor billing issues.
7. Conduct satisfaction surveys on vendor performance.
8. Represent the agency in the community and at the Executive Office of Elder Affairs. Plan and present an annual vendor training.
9. Recruit new vendors for identified gaps in service area.
10. Provide supervision and oversee process for new referrals.
11. Maintain and enforce strict confidentiality standards.
12. Assist the agency by participating in projects as appropriate and assigned.
Qualifications:
1. Bachelor’s Degree plus three years of relevant experience in human services environment or six years of relevant experience in human service environment.
2. Excellent written and verbal communication skills.
3. Demonstrated leadership ability, strong organizational and interpersonal skills required; supervisory experience preferred
4. Experience in report writing in SAMS or other client tracking system.
5. Strong computer skills including Microsoft Office.
6. Access to secure internet.
7. Valid Driver’s License and reliable transportation required for travel.
