nnThis position is an essential member of the Finance and Business Development teams. This role is responsible for the preparation of high quality, sponsor focused proposals and budgets for Phase I-IV, US and global clinical trials within tight timelines. ADBP creates, negotiates, and finalizes budgets and proposals based on study protocols or other services, including deriving requirements and collaborating with internal subject matter experts in accordance with corporate values, policies, and procedures.nn nnThe ADBP is the liaison with department heads during proposal development to ensure incorporation of the project plan and study strategy, including gathering and preparing material and analysis of feasibility for inclusion in the proposal. The ADBP will review Requests for Proposals (RFPs) to ensure adequate information is obtained to prepare the study budget and/or write the proposal. Upon award, this role collaborates directly with all departments to finalize the budget and collaborates with the legal team to prepare the scope of work. During study conduct, this role works closely with the project managers to assist in reporting project metrics and forecasting, including tasks and staffing requirements, and aids with other specialty projects as required. This position attends client meetings to negotiate budget pricing/scope as well as to maintain and improve budget processes during RFP, through award and study closure, including interim budget negotiations for change orders or interim budget assessments. The ADBP role may change daily, exemplifying flexibility in working across departments and the enterprise, on a wide range of tasks and applying a self-motivated, problem solving attitude towards new tasks and projects. nn nnThe ADBP partners with Grants staff, in collaboration with Business Development, as well as clinical and technical staff to negotiate proposals and administer grant budgets.nn nnThis position requires accounting, general business knowledge and skill in applying analytical and evaluative techniques to identify and resolve administration issues. Knowledge of laws, regulations, agency policy, precedent cases, and other requirements that affect grant administration is necessary.
The ADBP possesses proficiency in all aspects of corporate budgeting as well as Open Payment Act Compliance and Foreign Corrupt Practices Act Compliance.nn nnPrimary Responsibilitiesnn nnDevelop study specific bids and writes responses to Requests for Proposal (RFPs)Develop strategies for establishing partnerships and business relationships to market NCGS servicesProvide support to core management in client meetings, bid defenses, audits, presentations, negotiations, contract development, and other business development projectsTransfer budgets into sponsor specific budgeting templates and proposal documentsReview study protocols and develop study specific staffing requirements and budgets in cooperation with clinical operations and clinical project/study managementSet up budget/contract terms in Clinical Trial Management System (CTMS) as well as timelines and high-level FTE project planningMonitor programmatic adherence to budgets and timely escalate for resolutionMaintain and ensure others maintain change order/amendment logs and manages studies financially and contractually throughout the studyAssist with the preparation of study kick-off meetings including conversation of budgets to tasks and hours removing all financial dataCollaboration with Human Resources and other departments concerning the FTE (Full-time employee) study resources and investigation within departments of needs vs.
