  2) This is for a contract that is pending award by the Government.

     Essential Job FunctionsActs as the overall lead, manager, and administrator for the contracted effort.

Serves as the primary interface and Point of Contact (POC) with Government program authorities and representatives on technical and program/project issues.

Oversees Contractor personnel program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance, administrative support effort, and monitoring and reporting progress.

Manages acquisition and employment of program/project resources and controls financial and administrative aspects of the program/project with respect to contract requirements.Overall responsible for the Profit and Loss of the contractSupervises operations by developing management procedures and controlsDevelops positive customer relationships between Contracting Officer Representative (COR) and PAE to achieve contract objectivesMaintains close contact with the Site Manager(s)Coordinates operational matters and maintains liaison with Government OperationsDevotes personal attention to the morale and welfare of all employees; and provides a safe and healthful work environmentEstablishes a close working relationship with Operations Customer to ensure an understanding of the requirements and capabilities of maintenance actionsCommunicates and cooperates in the effort to enhance the maintenance and mission capabilityConducts daily meetings.

The meeting should include, at a minimum, any issues with executing the established maintenance scheduleReviews of near term, mid term and long term activities, focused on identifying and resolving detractors to mission successApproves company Operating Instructions containing specific responsibilities for all PAE personnel IAW PAE Quality PlanProvides guidance and direction to the PAE management staffCoordinates and directs the activities of all assigned personnel by establishing duties required to accomplish the maintenanceEnsures adherence to established standards of individual performance and disciplineInterviews prospective employees and assists in the selection of new employeesRecommends and initiates personnel actions such as promotions, transfers, and appropriate disciplinary actionTakes the actions necessary to ensure that all personnel training, certification, and re-certification requirements are metResponsible for PAE’s program operating budgetReviews and approves project costs and expendituresIdentifies, studies, and implements cost saving initiatives where applicablePractices and promotes the principles of the Quality Management ProgramMinimum Education and Experience RequiredRequired education: MS or MA degreeTen (10) years of experience in engineering, engineering management, business administration, or a technical disciplineSix (6) years of experience within DoD acquisitionFive years of supervisory experienceMust possess analytical abilities necessary to handle extremely complex administrative, organizational, and aircraft maintenance mattersMust demonstrate communicative, managerial, and organizational skills necessary to effectively manage program operationsMust deal with the customer and company employees in a courteous, professional, and effective mannerMust hold a SECRET security clearanceMust have a basic knowledge of computers—able to input and extract datann
