Vendor Liaison Specialist 2/3 (Procurement Representative)

This is a Contract position in Los Alamos, NM posted February 13, 2022.

What You Will Do

The Science Technology and Operations (STO) Facility Operations Directorate (FOD) has an excellent opportunity for a Procurement Representative. It is the responsibility of the FOD to ensure that the facilities are operated and maintained in a safe, secure manner and in a ready state for mission execution. The FOD provides organizational leadership for Facility Maintenance, Operations, Environmental Safety and Health, Quality, Waste Services, Project Management and Engineering for over 2 million square feet of real estate.

The successful candidate is expected to work with the FOD Operations and Maintenance teams to provide technical and administrative support in all aspects of planning and developing procurement and contractual packages in accordance with established policies and procedures.

The responsibilities of the Vendor Liaison Specialist include, but are not limited to, the following:

  • Serve as a Professional Buyer / Designated Procurement Representative (DPR) to purchase via PCard and Ariba.

  • Serve as a point of contact and resource on procurement regulations, policies, and practices.

  • Assist customers with the completion of Sole Source Justifications, Statements of Work (SOWs), Exhibits (e.g., Safety, Security, and Environmental Subcontractor Requirements), and all other required procurement documentation.

  • Work closely with division management to track priority procurements and proactively engage external organizations to ensure timely execution of the procurement process.

  • Advises the technical staff and contract specialists in planning, analyzing, and developing technical contract specifications that allow for fair and equitable evaluation of all possible vendors.

  • Acts as the facilitator between technical requester, subcontractor, ASM, Program Office, and Accounting.

  • Provide oversight of contract activities, (e.g review of bidder responses, negotiations, acceptance, maintenance, punch lists, etc.).

  • Attending and presenting at integrated project/status meetings.

  • Other duties as assigned.

  • What You Need

    Minimum Job Requirements:

    The Vendor Liaison Specialist 2 ($71,000.00 – $112,700.00) requirements include :

  • Experience in procurement specification practices related to the submission of Purchase Requests and Exhibits.

  • Experience with LANL or non-DOE equivalent purchasing systems and mechanisms such as purchase cards, Basic Ordering Agreements’ and purchase orders.

  • Skilled with inventory control and material tracking systems.

  • Experience in making independent decisions and researching, analyzing, and solving complex procurement problems.

  • Knowledge and ability to manage, plan, and develop procurement packages, including the ability to act as a subject matter expert within specific procurement areas.

  • Knowledge and ability in handling complex, multi-tasked, and varying workloads through prioritization and teaming.

  • Knowledge of LANL or non-DOE equivalent contract policies and procedures.

  • Knowledge and ability to work with staff in determining technical specifications related to procurement of materials and equipment.

  • Experienced Customer Service provider

  • The ability to receive a Q-Clearance, which typically requires U.S. citizenship.

  • Education/Experience Vendor Liaison Specialist 2 : Position requires a Bachelor’s Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

    The Vendor Liaison Specialist 3 ($85,400.00 – $139,600):

    At this level, you must have advanced experience in what is outlined above including the additional qualification outlined below.

  • Proficient in assisting technical personnel in the development of Sole Source Justifications, Buy American Justifications, Exhibits D thru I and Technial Evaluations or other non-DOE equivalent practices.

  • Advanced experience identifying problem areas, investigating alternative solutions, and creating and executing corrective action plans.

  • Advanced knowledge and experience acting as a Subcontract Technical Representative (adSTR/STR) or non-DOE equivalent.

  • The ability to receive a Q-Clearance, which typically requires U.S. citizenship.

  • Education/Experience Vendor Liaison Specialist 3 :Position requires a Bachelor’s Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

    Desired Qualifications:

  • An active Q clearance.

  • Expert skills in the preparation and presentation of oral and written reports.

  • Expert skills in purchasing a consistent high volume of material for multiple customers.

  • Advanced knowledge of industry best practices, policies, and procedures specifically relating to procurement and quality.

  • Knowledge of, and experience with, Laboratory purchasing systems (i.e., Oracle Business Suite, Oracle iExpense, and Ariba).

  • Professional level experience in developing and recommending potential solutions to contractual problems to management.

    Location: This position will be located in Los Alamos, NM.

    Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 .     Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

  • New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

    Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

    Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
