Title: Facility Security OfficerLocation: Norman, OK Overview:The Facility Security Officer (FSO) will administer and oversee of The University of Oklahoma (OU) Facility Security Program.
Responsible for administering, executing, and ensuring organizational compliance with Defense Counterintelligence and Security Agency (DCSA), Department of Defense (DoD), other Federal Department, and OU regulations, policies, and procedures governing the protection of classified information.
Supervise and direct all security measures necessary for implementing applicable requirements of the National Industrial Security Program Operating Manual (NISPOM) and related Federal requirements for classified information.
Support all security functions related to personnel, facilities, and infrastructure in accordance with the (NISPOM) and all applicable federal requirements, as required.
The FSO provides training, communication, consultation, and technical direction and determines appropriate courses of action related to the specific security requirements of related compliance programs, while maintaining alignment with OU’s mission and policies.
The FSO is substantially dedicated to providing advice and support to the University (including the Regents when called upon) on defense regulations and procedures.
Responsibilities:Responsible for implementing all facets of security to ensure compliance with NISPOM and customer security requirements.Prepares visit requests for access to job site based on appropriate clearance and need to know.Obtains and maintains appropriate security clearances for all contractor site employees, subcontractors, and consultants.Provides all security-related briefings and training required by NISPOM and the client.Provides classification guidance applicable to contract performance.Maintains industrial security-related platforms and systems, including NISS, DISS, and JPAS.Prepare, coordinate, obtain approval for and execute security plans (Security Operating Procedures (SOP), Systems Security Plans (SSPs), Concepts of Operations (CONOPS), etc).Interface directly with program management/faculty to address security items specific to each program/contract.Assist with preparing security volumes, DD254s and provide security oversight and support to business development and proposal development.Conducts administrative inquiries per DCSA procedures.Document reviews for compliance with Government requirements.Develop and deliver Security Awareness, Training, and Education briefings and products to OU cleared personnel.Implement and ensure compliance with Insider Threat Program requirements.Interface directly with partner and subcontractor security representatives for required reporting of personnel clearance actions and any relevant changes to our security baseline.Serves as the primary interface on the specific facility and personnel security problems and concerns.
Acts as a liaison for the DCSA Representative.Provides guidance to faculty and researchers regarding security regulations and procedures.Accomplishes annual security audit and review and bi-annual self-inspections of the facility.Maintains employee security folders.Provides security reports to company management and entities authorized to receive the information.Provide security admin/mgmt for special access programs (SAPs) and Sensitive Compartmented Information Facilities (SCIFs)Assure compliance with policy and procedures for SAP/SCIF construction, modifications, alarms, and access controls, and maintenance of physical security requirements.Build and maintain consensus with OU’s Office of Legal Counsel and Office of Technology Commercialization.Provides Facility Security Program training, communication, consultation, and technical direction and determines appropriate courses of action related to the specific security requirements of related compliance programs.
Required SkillsMust have an Active Top-Secret clearance.High-level of understanding of the NISPOM.In-depth knowledge of the NISP and DSS Security Vulnerability Assessments.Understanding of export control requirements as related to the NISP.Commitment to security – creating and delivering the highest value to OU partners.Thorough understanding of security databases.Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate.Ability to develop and establish an effective security awareness, training, and education program.Experience with ICS 705 Physical and Technical Security Standards for Sensitive Compartmented Information Facilities (SCIF).Past military background, IC background, or industrial security specialist experience Department Preferences10+ years of professional experience as an FSO or related functions.Experience working with Construction Security Plans (CSP) and application of security to SCIP planning, design, and construction efforts.Industrial Security Professional (ISP) certification is desired.COMSEC Custodian training is desired.Experience with classified information systems including Secure Video Teleconferencing (SVTC), secure voice (STE/VIPER/etc.), secure networking (JWICS/SIPR/CWAN, etc.) and other secure IT capabilities.
Education

· 24 months in security administration or related functions as an FSO and CPSO.
Certifications: NonePhysical Requirement: Must be able to engage in repetitive motions and communicate effectively.
