Unit Chief Counsel

The Arizona Attorney General’s Office Civil Litigation Division/Consumer Protection and Advocacy Section is seeking an Unit Chief Counsel to handle matters arising under state and federal Antitrust law, to supervise Arizona’s Fintech Sandbox and compliance with Arizona’s data breach statute, and to help enforce the Arizona Consumer Fraud Act.

Job Duties:

This position will conduct all phases of litigation involving enforcement of state and federal antitrust and consumer protection laws including discovery, motion, practice, trial and appeals.

Will identify, evaluate, prioritize and respond to complaints about possible antitrust violations, consumer fraud and related unlawful conduct.

The attorney will supervise and conduct formal and informal investigations and conduct litigation, in state superior court and also in federal court and at the appellate level, where necessary.

Research legal issues and draft memos, rules and proposed legislation.

Prepare written and oral legal documents and pleadings.

Participate and coordinate with other attorney general offices in multi-state litigation.

Supervises the Assistant Attorney General; Legal Assistant; and Steiger Fellowship positions within the Antitrust Unit.

Also delegates tasks to the Legal Secretary that works on antitrust matters.

*Possess knowledge and understanding of applicable antitrust and consumer fraud statutes, other Arizona statutes, federal laws relating to consumer issues and the rules and regulations of state and federal courts.

*Must have civil litigation experience.

*Must have knowledge of legal techniques and the basic concepts of American Jurisprudence and of the formats utilized in the preparation of legal documents.

*Knowledge of the practical factors that impact investigative and litigation decisions and goals, including target and defendant responses, opposing counsel strategies and judicial perspectives, and victim/witness considerations.

*Knowledge of financial considerations for the state and defendants.

*Skills include legal and factual issue analysis, legal research, legal writing, oral presentation, and negotiation.

*Skills in public speaking and media communications.

*Skills and experience with civil trial litigation.

*Abilities include effective and situation-appropriate interpersonal communication, good judgment, high ethical and professional standards, empathy with other section lawyers and staff, and ability to function well under time constraints and other pressures.

*Must be able to handle a high volume of work and stressful situations.

Selective Preference(s):

A minimum of 1-3 bar years experience, which includes experience with antitrust law and a supervisory role.

Pre-Employment Requirements:

• Travel is required for this position.

A valid Arizona Driver’s License is required, along with consent to have your driving record run periodically.

• Admission to, and good standing with, the Arizona State Bar is required (include on resume the date(s) of admission in Arizona and any other states).

Candidate must have an active Arizona State Bar license.

• Attorney applicants are required to submit a writing sample with their resume/application profile.

The writing sample should contain an analysis of some substantive legal issue and provide insight concerning your ability to think and to explain and advocate for a particular position.

• All applicants under serious consideration for hire with the Attorney General’s Office are required to be fingerprinted by the Office and complete a criminal background check through State and Federal agencies.
