Administrative Solutions (AS) provides management and oversight for key administrative and technical services that enables CDHS to achieve their goals.
It is responsible for a number of support functions to make our agency as efficient, effective, and impactful as possible.
Administrative Solutions comprises Human Resources; Facilities Management; Audit; Business Innovation, Technology and Security;, Emergency Management; Legal; Performance Management; Communications; Project Management; and Leadership & Organizational Development.
Business Innovation, Technology, and Security (BITS) is responsible for managing the Departments information technology (IT) providers, including relations with the Governors Office of Information Technology (OIT).
The division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with the program staff for IT support, operations, maintenance, modernization and implementation of new IT systems.

Description of Job
Data management and governance, with responsibility for assisting with ensuring that data policies and standards turn into practice within the stewards domain.
Data stewards assist the enterprise in leveraging domain data assets to full capacity.
Data stewards carry out key responsibilities, that otherwise would be overlooked in a data governance program.
What you will be doing:
Collaborate with data stewards to load and manage business terms and definitions, policies, and procedures in the Erwin Data Intelligence Suite tool iteratively.
Collaborates with other SMEs (subject matter experts) to identify, maintain and optimize data lineage processes, activities, and support project activities.
Works with outside entities to ensure policies, procedures, changes optimizations, or other areas to promote operational fidelity.
Performs Data Quality assessments and provides analytical guidance for data remediation.
Performs analysis on the universe of tables that are associated with specific domains to determine relevancy and in support of optimization efforts.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience:
Two (2) years of professional experience in health and human services programs in data governance, metadata management and data quality management to include a combination of experience in writing business definitions for tables, data fields, attributes, etc., understanding of data lineage, technical writing skills in order to draft policies, procedures and standards.
Substitutions:
A master’s or doctorate degree from an accredited college or university in statistical analysis, computer science, public administration, human services, social science or a field of study related to the work assignment may be substituted for the experience on a year-for-year basis.
AND
Education:
Graduation from an accredited college or university with a Bachelor’s degree in statistical analysis, computer science, public administration, human services, social science or related field.
Substitutions:
Additional work experience in data governance, metadata management and data quality management to include a combination of experience in writing business definitions for tables, data fields, attributes, etc., understanding of data lineage, technical writing skills in order to draft policies, procedures and standards will substituted on a year-for-year basis for the bachelor’s degree.

Preferred Qualifications:
Experience with erwin data intelligence suite tool
Expertise with one or more compliance frameworks such as NIST, HIPAA, FedRAMP
Familiarity with the National Information Exchange Model (NIEM)
Experience with data in a research or evaluation setting
Experience with building data visualizations and dashboards
Excellent verbal and written communication
Critical thinking and problem solving
Advanced experience in Agile methodologies and framework.
Conditions of Employment:
Must be willing to submit to a pre-employment background check
Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.
Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.

Selection Process:
The selection process will consist primarily of a review of applications against the minimum and preferred qualifications of this position.
Applications will be reviewed in comparison to all others in the applicant pool in order to identify the top group of 6 candidates to be invited for a final interview.
