The Technical Program Analyst (TPA) assists PMS 525 Technical Director across several areas including program management, finance, tracking contractual deliverables including Contract Data Requirements List (CDRL), Request for Clarity, Information, and Assistance (RCIA), Request for Variance (RFV), and Purchase Technical Specification (PTS).
Travel will be required roughly 25% of the time.n nThe TPA assists with a variety of other tasks related to technical program management for the technical team including risk management efforts, system configuration changes, and action items pertaining to program’s cost, schedule, and performance.
The TPA is a shared resource across the technical team that assists all technical disciplines including C4I, Mission Systems, and Hull, Mechanical, & Electrical (HM&E).n Monitors CDRL deliverables and relays critical CDRL updates to the acquisition team regarding review schedules and statuses Provides CDRL status on behalf of the technical team in meetings with other PMS 525 teams, vendors, and stakeholders Tracks all technical CDRLs and PTSs/non-CDRL items Provide technical team comments against contractual deliverables to shipbuilder engineering leads Assists the technical team in coordinating environmental qualification efforts Coordinates RCIA responses for review and concurrence by the Technical Director and his deputy Manages and coordinates technical team risk inputs to the Front Office Develops the annual technical team budget and FTE counts and coordinates them with the financial team Coordinates funding requests and inputs; prepares funding summaries to the Technical Director and Deputy Technical Director for concurrence Aligns budget requests with technical team budget projections Reviews and evaluates ROM Costs from the industry team for proposed contract changes Tracks actions from meetings, conferences, and program reviews Basic Qualifications: BA or BS degree 2 years of experience supporting a DoD acquisition program office Experience with providing products and services for DoD, Navy or Marine Corps, and Foreign Military Sales (FMS) Ability to communicate program requirements and expectations with multiple stakeholders, including organizing large stakeholder meetings / conferences Ability to travel domestically and internationally for periods up to three weeks or 25% of the time Proficiency in Microsoft Office applications, including Word, Excel, Project, and Power Point Ability to create quality MS Excel spreadsheets and powerpoint presentations for technical briefs Good interpersonal skills with the ability to work effectively both individually and in a team environment Ability to obtain a Secret security clearance Preferred Qualifications: Ability to create quality MS Project plans of action and milestones (POAM) Experience managing and tracking Contract Data Requirements List (CDRL), and Request for Clarity, Information, and Assistance (RCIA) information Prior experience in a U.S.
Navy ship building program Prior experience with U.S.
