Special Projects Coordinator

Hillsborough County

This is a Full-time position in Tampa, FL posted December 21, 2021.

Hillsborough County requires all applicants scheduled to attend an on-boarding session on or after August 30, 2021 to show proof of final vaccination shot, or provide a religious or medical exemption, before their employment can begin.

New employees who obtain an exemption from the vaccine based on a medical or sincerely held religious belief will be subject to weekly COVID or monthly antibody testing.

Job Overview

Performs independent managerial and administrative duties associated with coordinating Disadvantaged Minority/Disadvantaged Women Business Enterprise (DM/DWBE) and Small Business Enterprise (SBE) special projects, programs and with a focus on business and community outreach.

Minimum Qualifications

  • Graduation from an accredited four year degree granting college or university; AND
  • Three years of experience coordinating projects, programs or activities;

OR

  • An equivalent combination of education, training and experience that would reasonably be expected to provide the job related competencies noted below.

    (For education and experience only, does not include legally required Licenses or Certifications.); AND

  • Possession of a valid Drivers License.

Duties and Responsibilities

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below:

  • Makes recommendations and coordinates statewide outreach activities to DM/DWBE businesses throughout the state and SBE businesses throughout the region.
  • Makes recommendations and coordinates the Small Business Enterprise (SBE) set-aside recommendations for County contracts and may serve as the department representative to the set-aside goal committee.
  • Reviews quarterly and annual outreach plans and coordinates marketing of opportunities with user departments.
  • Manages reporting of MBE and SBE utilization. 
  • Manages relationships with and represents the department to MBE and SBE vendors, and MBE Advisory Committee members.
  • Coordinates and makes recommendations on the vendor management, certification, compliance and tracking systems used by the department.
  • Assists in planning, coordinating and directing overall project activities and communicates issues to upper management.
  • Receives, studies, formulates, executes, and expedites special projects and assignments.
  • Monitors, evaluates and resolves problems related to activities assigned.
  • Performs other related duties as required.

Job Specifications

  • Considerable knowledge of the functions, activities, requirements and objectives of purchasing, bidding, government contracting and minority business development.
  • Knowledge of the principles and practices of management.
  • Knowledge of federal, state, and local laws and regulations relating to MBE Programs, procurement and municipal policies and procedures.
  • Ability to plan, organize and implement complex projects, programs or activities.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relations with others within and outside own organization.
  • Ability to use initiative, and exercise sound judgment.

Physical Requirements

  • Primarily works in an office environment.

    Requires occasional travel outside of the office in vehicle and to job sites which may be outside.

Work Category

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration.

Such assignments may be for before, during or after the emergency/disaster.
