Business Unit Compliance DelegateSummary: A business unit compliance officer Delegate (“BUCO Delegate”) is responsible for directing, leading and operating the First Line of Defense’s Operating Group Compliance Program (“OGCP”) under the supervision and direction of the Business Unit Compliance Officer.
An OGCP is the system of policies, processes and controls established by the First Line of Defenseb to achieve and sustain its risk-based compliance with applicable laws and Regulatory Requirements and to ensure that the First Line of Defense responsibilities outlined in the Legal Regulatory Compliance Risk Management (“LRCRM”) Policy, the Enterprise Compliance Program and the Global Compliance Manual (“GCM”) and supporting operating guidelines are met.Key Accountabilities: In their respective Operating Group and for assigned Assessable Unit(s) (“AUs”), the BUCO Delegates primary accountabilities/responsibilities are to serve as the Operating Group’s lead and oversee the design and execution of the OGCP including:The BUCO Delegate, in consultation with the BUCO and the Compliance Group, ensures OGCP policies, processes and procedures comply with the Legal Regulatory Compliance Risk Management (“LRCRM”) Policy, the Global Compliance Manual (“GCM”) and supporting operating guidelines are established, executed and reviewed periodically.Ensure the scope of their OGCP incorporates current AUs.Ensure Compliance Controls are designed implemented and, in consultation with the BUCO and the Compliance Team Leader (“CTL”), aligned to Regulatory Requirements and the Enterprise Compliance Risk Appetite and Compliance Culture.Conduct and assess Operating Group Regulatory Compliance Risk Assessments.Ensure that Operational Risk Management Framework Risk and Control Assessments maintained by the Operating Group accurately reflect the level of Regulatory and Related Risks.Identify, assess the severity of report and lead/oversee remediation of Compliance Issues currently impacting or with the potential to impact, the effectiveness of the OGCP.Monitor and report on the resolution and closure of Compliance Issue action plans.Advise the BUCO, Operating Group Leader (“OGL”) and the Compliance Group when they become aware of Compliance Issues, changing regulations, new and/or changes to existing products/offerings, acquisitions, and other change management due diligence activities which may impact the operation of the OGCP and/or Operating Group Regulatory Risk Profile.Identify, ensure and/or participate with the Compliance Group in the delivery of and the fulfillment of any compliance-related OGCP training needs.Oversee a team to carryout the duties listed above.Qualifications Knowledge & Skills: Skills and expertise valuable to the BUCO role:Understanding of the regulatory and compliance requirements applicable to the assigned AU(s).Strong written and oral communication.Proven project leadership capabilities and an ability to coordinate the efforts of people and resources not under their direct control.Ability to read technical compliance material and distil the applicability of the regulations to their respective business unit.Strong analytical skills.Advanced educational degree is desirable.Job Types: Full-time, ContractPay: $30.00
