Job title: Sector Lead Specialist / Sector Senior Specialist

Background: The Institutions for Development Department (IFD) is looking for a highly qualified and motivated professional to join our team to support: (i) Preparation and execution of the Department’s work program, (ii) Review of critical documents to provide technical advice to the Manager’s Office, (iii) Continuous improvement efforts of the Department in different areas.

Our team: IFD is tasked with strengthening institutions and policies to foster public sector management and private sector development to improve the lives of people across Latin America and the Caribbean (LAC).

IFD conceptualizes, prepares, implements, supervises and evaluates operations in the areas of governance and public sector strengthening and reform, including fiscal management and service delivery to citizens; financial markets; technology, competitiveness and innovation; and digital transformation.

IFD functions also include preparing sector policies, strategies, operational guidelines and programs; conducting relevant research and analytical work, best practices and case studies in these areas; and providing specialized technical support to borrowing member countries.

What you’ll do:

• Establish and maintain a strong relationship with the IFD Management Team on the development and implementation of the work program.

• Advise and present insights garnered through analysis to support the leadership of IFD from an integral perspective that considers both knowledge and operational portfolio.

• Lead the Department’s efforts to enhance the quality of its loan operations and technical cooperation, both at design and during execution.

• Represent the Department in inter-departmental committees and participate actively in Bank-wide initiatives aimed at enhancing the Bank’s fulfillment of its results framework.

• Provide technical advice to Management on different proposals in which the Department’s opinion is required.

• Lead different activities aimed at drawing lessons from past experience regarding project design and project execution and disseminating them within the Department.

• Facilitate and lead discussions with key stakeholders to identify guidelines or requests that IFD needs to consider in its work program.

What you’ll need:

Citizenship: You are a citizen of one of our 48-member countries.

We may offer assistance with relocation and visa applications for you and your eligible dependents.

Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Education: You have a Master’s degree in economics, public administration, public policy, international affairs or related field, and broad knowledge of development issues.

Experience: You have at least 6 years of relevant experience related to the key responsibilities of the position.

A proven track record in running and coordinating teams and advising leadership in public or private organizations is essential.

Experience in LAC public sector and/or international development organizations is highly desirable.

Ideally, you will have:

• Sound knowledge of sector topics

• Ability to bring innovative and workable concepts and ideas to meet client’s needs, translating them into policies, processes, and systems.

• Ability to understand business goals and recommend new approaches, policies, and procedures to drive continual improvements in business objectives, productivity, and development.

• Ability to have a “big picture” perspective.

• Ability to advise on complex processes from a strategic and operational perspective.

• Experience in planning strategy.

• Strong interpersonal skills with the ability to partner and work effectively with others.

• Ability to balance multiple projects simultaneously and perform well under pressure.

• Strong project and portfolio management skills.

• Excellent written, analytical, and problem-solving skills.

• People management, including the ability to organize and delegate work, motivate, coach, and develop staff.

Languages: Proficiency in at least two of the Bank’s official languages (English and Spanish).

Working knowledge of an additional official IDB Group language (Portuguese and French) is a plus.

Starting date: As agreed with the candidate

Location: Headquarters, Washington D.C., USA.

The IDB reserves the right to reassign the staff member to a different location based on business needs.

Frequent travel may be required.

Requirements: You must be a citizen of one of the 48 IDB member countries and have no family members currently working at the IDB Group.
