Overview / Job Responsibilities: Advanced Concepts and Technologies International (ACT I) is top Total Acquisition Management solutions provider for DoD and the Federal Government, with over 22 years of complex program support to our customers. You will be a critical enabler to the Defense Threat Reduction Agency (DTRA), enhancing the Agency’s capability to counter and deter weapons of mass destruction (WMD), improvised threats, and threat networks. In order to ensure successful execution of its mission, you will help ensure DTRA has the necessary mission support subject matter expertise to set the foundation for future mission-critical activities and acquisitions to properly prepare and implement strategies and plans to meet DTRA’s growing mission requirements. **ACT I is offering a highly competitive total compensation package for this position ** Summary of Duties: The Program Strategic Advisor serves as a Strategic Advisor to the Catapult Program Office and provides expert acquisition, technical, and program management oversight support for current (Catapult Information System), developing, and/or future DTRA programs in various stages of planning and definition. You will review, analyze, evaluate, prepare, and update acquisition and other program documentation and correspondence, to including briefings, talking points, read-ahead material, and staff packages, in line with regulatory guidance (e.g.., DOD Directive (DoDD) 5000.02. Defense Federal Acquisition Regulation Supplement (DFARS), FAR, Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3170.01 – JCIDS), legislative guidance, and other DTRA, DOD, and Federal governing acquisition regulations, policies, and processes, as appropriate. Your expertise will be leveraged to apply a sound understanding of the Planning, Programming, Budgeting, and Execution (PPBE) cycle in order to conduct analyses throughout the Program and Budget Review (PBR) process. You will contribute to Program Objective Memorandums (POM), and Budget Estimate Submissions (BES). You will update acquisition documentation and assess program acquisition as appropriate for the individual program and Acquisition Category (ACAT) level. You will also review, analyze, evaluate, and update long-term roadmaps for programs and capabilities; develop and document acquisition strategies; and develop and refine requirements documentation (to include draft solicitation materials). You will support and provide expertise in the development of defense program acquisition strategies to include governance, requirements analysis, roadmap development, and implementation, all of which requires an understanding of capabilities, requirements, limitations, risks, and opportunities. Additionally, you will perform analysis and evaluation on appropriate programs and technology activities for applicability to the program’s missions, and review, interpret, and develop recommendations based on national, DOD, DTRA, and other Department/Agency strategies and policie s. Minimum Qualifications: Required Qualifications : * A bachelor’s degree from an accredited college or university in engineering, scientific, business, or equivalent field. * A minimum of five years of acquisition experience with at least three years in a program office. * A minimum of three years of experience in DOD acquisition and life cycle management. Desired Qualifications: Desir ed Qualifications : * Experience implementing project management principles and managing, tracking, and coordinating a wide range of actions, documents, and tasks through completion. * A master’s degree from an accredited college or university. * Experience using official program documentation for managing acquisition programs in line with regulatory and legislative guidance (i.e., DoDD 5000.02). * Experience in technical writing and documentation of complex technical concepts. * Previous experience supporting the Defense Threat Reduction Agency (DTRA) is highly desired.
