Possess Army systems or acquisition program support experience associated with contract management, acquisition program planning, requirements development, cost estimating and analysis, budget and financial management, systems and software engineering, logistics support planning, and test and evaluation support.
Provide program analyses and assessments, technical studies/reports, and work-related products.
Prepare, review and update program documentation in support of milestone decisions and other acquisition process reviews.
Supports the data reporting, capture, oversight and management requirements all program portfolio management solutions within PEO EIS acquisition programs Ensure that program level troubleshooting and technical issues are tracked and program level mitigation is managed and tracked.
Ensure that risk mitigation planning and implementation is managed and tracked across all programs and that associated funding is identified Manages policy implementation for data capture and reporting across all programs and report issues/resolutions of cost schedule and performance metrics Monitors and coordinates with all program managers and program leads to include system owners in maintaining compliance to policies related to information reporting requirements by DoD and ASA(ALT) and ensures that Joint and Army policies are supported and implemented Supports persistent analysis of the portfolio reporting Supports the management of users across domains and mission areas for the organization/command Supports all portfolio reviews and execution plan cycles with development of briefing and analytic products to support decision makers.
Reviews all systems data in program briefing materials (PMRs, QPR, and industry briefs) and validates corresponding data Examine systems to support a command oversight of data reporting initiatives, or special projects (looking for efficiencies) Identifies program actions for maintaining existing systems data reporting for all program required milestones, capability drops, updates and ensures cost, schedule and performance metrics are projected and tracked by the program level using multiple databases: Program Management Resource Tools (PMRT) PMRT Enterprise Analytics Information (PMRT EA) Data Access Program Reporting Tool (DAPR) Comprehensive Cost and Requirement System (CCaR) Monthly Acquisition Reports Tool (MAR) Defense Acquisition Management Information Retrieval (DAMIR) Acquisition Information Repository (AIR) Army Portfolio Management Solution-Army Information Technology Registry (APMS-AITR) Reviews and prepares for all acquisition milestone reviews Performs reviews, analyzes, and recommends adjustments of all products required for acquisition reviews Supports specific tasking in the areas of: Acquisition documentation and review Transition to sustainment Acquisition decision and documentation tracking Annual performance reviews Acquisition reporting PMRT implementation support MICP-ASOA DoDI 5000.74/.75/.80/.82/.85/.87 implementation BCAC process implementation Annual National Defense Authorization Act (NDAA) reviews and impact statement coordination Annual Department of Defense Appropriations Act reviews and impact statement coordination
Experience:
Seven (7) years of demonstrated experience in DoD Acquisition Management Experience with DoD Defense Acquisition Of Services (5000.74) preferred
Education:
Bachelor’s degree from and accredited college or university (4+ years of additional experience required to substitute if no Bachelors)
