SummaryThe Program Analyst position is located in the U.S. Department of State’s Bureau of Economic and Business Affairs (EB), Division of International Communications and Information Policy (CIP), Office of Bilateral and Regional Affairs (BA), Digital Connectivity and Cybersecurity Partnership (DCCP). The DCCP is a global, whole-of-government effort coordinated by the State Department to promote access to an open, interoperable, reliable and secure internet, to include 5G and other critical and emerging digital technologies. The DCCP is co-led by EB/CIP/BA and USAID.The Program Analyst provides administrative and analytical support to CIP Action Officers and the Grants Officer Representative (GOR) in the implementation of DCCP-funded programs that seek to advance U.S. priorities in emerging markets and is aligned with U.S. national security objectives. The DCCP is seeking a Program Analyst to primarily assist with managing implementing partners, monitor and evaluate programs, engage like-minded donors, and conduct data analysis on regional information and telecommunications technology (ICT) trends and demands.Essential FunctionsProgram Oversight:* Oversee the day-to-day program activities of DCCP-funded programs focused on critical and emerging technology and broader ICT training.* Coordinate and assist in developing all related DCCP program processes.* Engage DCCP interagency partners to design and leverage program activities.* Research and map ICT, critical, and emerging technology regional activities.* Assist Action Officers with identifying and vetting program participants and training support.* Engage in program coordination with counterparts in regional bureaus and overseas posts.* Attend regional trainings and conferences as appropriate for program oversight.Monitoring & Evaluation:* Contribute to the development of a performance management plan and monitoring and evaluation plan.* Review program reporting to ensure deliverables are on schedule and conduct quality assurance and data analysis.* Analyze data from DCCP initiatives to inform future programming, monitor efforts, and compare results with past data gathered by the team.* Draft situational program reports and use data visualization techniques to communicate program impact.* Conduct analysis on ICT, critical, and emerging technology activities for quarterly briefings.* Strategize with DCCP and regional coordinators to improve the uniformity and standardization of the reporting process.Competencies* Strong, timely and precise organizational skills and multi-tasking abilities.* Strong critical and creative thinking and analytical skills.* Strong written and oral communication skills.* Strong ability to work independently, with minimal supervision, and multi-task in a high volume, fast-paced work environment.* Strong ability to also have a flexible, team-oriented approach to work.* Excellent ability to build and maintain strong working relationships with colleagues.Supervisory ResponsibilityNone required for this position.Work EnvironmentThis job operates in a professional office environment. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.Position Type/Expected Hours of WorkThis is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours possible, as required by business need.TravelAll training and travel must be approved by the Contracting Officer’s Representative (COR) in advance. Required travel abroad will be funded as needed and approved by the Government and will follow Federal Travel guidelines and allowances.Experience* Excellent native or near-native English language ability; strong writing skills, especially the ability synthesis complex inputs of information for peers, senior officials, and outside audiences; strong verbal communication skills; willingness to work to tight deadlines; ability to work effectively as part of a multicultural and interagency team; command of Microsoft Office applications.* Experience in tracking document flow and clearance processes and distribution of documents to appropriate personnel.* Familiarity with principles and practices of knowledge management.* Familiarity with formulating, writing, and implementing reporting mechanisms, policies, processes, and procedures.* Experience in preparing and implementing reporting mechanisms, processes and procedures.* Facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications.EducationBachelor’s Degree required (Bachelor’s Degree – Mathematics, Computer and Information Science, Data Processing/Analytics/Science, Statistics, Management Information Systems & Accounting, Engineering.)Advanced degree preferredAdditional Eligibility QualificationsN/ASecurity ClearanceMust possess and be able to obtain/maintain a SECRET security clearance.AAP/EEO StatementAll Native Group is an equal opportunity employer.
