This position is located in the Office of the Chief Communications Officer (OCCO), United States Patent and Trademark Office (USPTO). 
The individual selected for this position:
Assists in the development of finance and performance reports related to multiple Joint Project Agreements under the management of the National Outreach Partnerships team.

Analyzes issues which may be complex and require the conduct of studies to ensure successful accomplishment of project agreements.

Coordinates the internal review process of multiple Joint Project Agreements and Memoranda of Understanding, working with key USPTO senior officials.

Works closely with staff of USPTO Facilities Office and with staff of National Inventors Hall of Fame on matters involving the museum and various displays and events therein.

Manages logistics for annual Induction gala, Collegiate Inventors Competition, and other National Inventors Hall of Fame events.

Coordinates the White House Awards Ceremony and Gala Dinner with the White House Office of Science and Technology Policy, the National Science Foundation, and the Medals Foundation.

Coordinates the production of award certificates and the engraving of medals that will be presented by the President of the United States.

Coordinates the marketing and promotion of the call for Medal nominations to ensure receipt from a broad range of nominees, including small business, and women and minority innovators.

Handles routine correspondence with members of the National Medal of Technology and Innovation Nomination Evaluation Committee, a distinguished, independent committee appointed by the Secretary of Commerce.

Manages routine correspondence related to projects with National Inventors Hall of Fame, National Academy of Inventors, and other outreach partners.

You must meet time-in-grade-requirements.

Required to pass a background investigation and fingerprint check.

Must be registered for Selective Service, if applicable (www.sss.gov) Suitable for Federal employment.

Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.

The physical worksite for this position is located in Alexandria, VA.

However, the United States Patent and Trademark Office (USPTO) is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule.

The position’s telework schedule will likely change in the future when USPTO moves away from its maximum telework posture.

At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor.

The nature and scope of future telework opportunities will be subject to the unit’s telework policy, any applicable bargaining unit agreements, and supervisory approval.

Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.

Qualifications

You must meet the following United States Office of Personnel Management’s (OPM) qualification requirements for the advertised position. OPM’s prescribed Group Coverage Qualification Standard for Administrative and Management positions can be found here.

Specialized Experience:is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

GS-13
– for this position, the next lower grade level is a GS-12. 

Specialized experience includes:
Experience independently planning, organizing, and administering a program relevant to science and technology, on a national scale.

Experience employing marketing and communication techniques related to the promotion of events and initiatives of national interest.

Experience providing expert project management to define project tasks and requirements for multiple projects, anticipate changing needs, build and keep projected timelines, and identify problem areas, trends, deficiencies, or other similar factors affecting operations.

Experience monitoring program or project performance to include developing and presenting performance reports, and devising recommendations to modify programs to improve results.

GS-12
– for this position, the next lower grade level is a GS-11. 

Specialized experience includes:
Experience planning, organizing, and administering a program relevant to science and technology, on a national scale.

Experience employing marketing and communication techniques related to the promotion of events and initiatives of national interest.

Experience providing project management to define project tasks and requirements for multiple projects, anticipate changing needs, build and keep projected timelines, and identify problem areas, trends, deficiencies, or other similar factors affecting operations.

Experience monitoring program or project performance to include developing and presenting performance reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at this grade level.

Probationary Period
– If selected, you may be required to complete an initial one-year probationary period.

Relocation Expenses are not authorized and will not be paid.
CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a “well qualified” rating of 85 out of 100.
