This is a professional engineer position whose primary purpose is the administration/management of the Capital Improvement Program (CIP).
Work involves focusing on the CIP and the ability to provide quick direction and/or solutions to field issues for the construction inspection staff and contractors.

ESSENTIAL DUTIES Plans organizes and implements the construction phase of the Capital Improvement Program (CIP) through the management of contractors, consultants, utilities, and construction inspection staff.
Reviews construction schedules for meeting contract requirements, progress and takes steps necessary with the contractor to control schedule slippage.
Coordinates the contractor activities with other agencies and projects to minimize the disruption of the public.
Acts as a liaison between the contractor, utilities and regulatory agencies.
Prepares notice to proceed, status meeting minutes, project close out documents and contractor evaluations.
Responsible for construction project outcome, meeting the requirements of the plans and specifications, and being on time and within budget..
Provides professional engineering judgment for field solutions and construction design changes.
Serves as primary professional liaison for field changes requested by the contractor or necessitated by field conditions.
Coordinates with Engineer of record when necessary to approve field changes to meet the design intent.
Utilizes sound engineering judgment to develop/analyze/verify that the proposed change is necessary, it will work and is a cost-efficient means to achieve the desired result without negative offsite impacts.
Schedules and leads pre-construction, and ongoing status meetings.
Provides financial oversight.
Reviews contractor pay requests for accuracy and compliance with the bid specifications.
Prepares payment request forms in compliance with the Prompt Payment Act.
Works with field inspectors to verify/track contract quantities/overruns for compliance with the budget.
Prepares and changes orders for time and money, as necessary.
Coordinates with the public during construction.
Serve as primary point of contact for addressing concerns regarding construction projects and impacts to individual property and businesses.
Acts as lead for public meetings during construction as deemed necessary by the type of project.
Provides the necessary information regarding the status of construction projects for the Director to answer inquiries from Commissioners and/or Administration regarding a specific project.
Provides internal coordination.
Reviews plans for constructability and familiarity with project goals and objectives.
Oversee small projects/design solutions for non-CIP projects.

KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of civil engineering design and construction expertise including roadway, drainage, site development and parks.
Ability to make sound, engineering-based field decisions in an expedited manner.
Ability to write concise reports, agendas and progress updates.
Ability to plan, organize and schedule multiple projects.
Ability to track the financial status of every project and take appropriate measures for cost containment if required.
Thorough knowledge of FDOT bid specifications and construction standards.
Ability to provide clear and concise field directives to the contractor in verbal, written, and graphic formats.
Ability to deal with angry/upset customers with a calm professional demeanor.
Knowledge of the City of Tallahassee and Talquin water and sewer system standards and specifications.
DIFFICULTY This position requires significant independent judgment.
The individual must be able to quickly evaluate the issue, develop a workable cost effective solution and get it implemented as quickly as possible to minimize the disruption of the construction activity to the public.
Work involves coming up with creative solutions to address a field concern.
Out of the box thinking may be required, with enough temperance and engineering acumen when making decisions.
RESPONSIBILITY: Supervision Received Employee normally receives general instructions with detailed instructions on new or unusual assignments.
Work may be reviewed on a spot check basis, regularly or in another manner, depending on the nature of the assignment.
The position has access to a supervisor and/or lead co-worker when needed.
Guidance is sought on the scope of projects, deadlines, and compliance with County standards and State or Federal regulations.

INTERNAL AND EXTERNAL CUSTOMER CONTACT Internal contact that involves answering questions concerning specific project or agenda, providing engineering support to and coordinating with other Divisions for project review and development.
External contact with the general public includes receiving citizen’s requests, maintaining coordination on engineering projects, providing technical guidance, explaining and interpreting regulations, standards or specifications on engineering projects; and with consultants and contractors regarding development and construction of projects.
EQUIPMENT AND TOOLS USEDPersonal Computer; Word Processing, Spreadsheet, database, and specialized software such as scheduling software.
A basic/scientific calculator, and a vehicle are also used.
WORK ENVIRONMENT AND PHYSICAL DEMANDS Work is performed mainly indoors using a video display terminal.
However, project inspections are made which allows the employee to become exposed to dirt, dust, insects, reptiles, poisonous plants, and various weather conditions.
Physical demands may include; standing, walking, sitting, balancing, reaching, and the ability to handle, finger, and feel objects.
MINIMUM QUALIFICATIONS Requires a Bachelor’s degree in Civil Engineering, Construction, Construction Management or a related field and five years of experience.
Supervisory experience is preferred.
Necessary Special Requirements:A valid Florida Driver’s license and a favorable driving record.
Must be a licensed Florida professional engineer.
Selection Guidelines: Formal application, rating of education and experience; oral interview and reference check, and drug testing.
FLSA STATUS: Position is Exempt.
An employee assigned to this position performs engineering work.
The employee provides engineering design support, applying fundamental knowledge of Engineering, has a degree in Engineering, and has a Professional Engineer (PE) licensure.
