Responsibilities

SEC’s Division of Economics and Risk Analysis seeks an Information Technology Specialist to serve as the Divisions SharePoint and Web Content Manager & Developer to provide technical expertise for the Technology and PMO Branch, including the skills to ensure seamless day-to-day operations and the knowledge to manage legal compliance and strategic improvements to the DERA’s internal and external web presence.

This position requires an individual who can shift seamlessly between SharePoint and Drupal development, while focusing on web design concepts.

Responsibilities
Using Drupal to create pages, views and blocks, translating wireframes/mockups into responsive website pages for desktop/mobile/tablet; complying with 508 compliance and WCAG standards.Organizing, designing, and posting web content on SEC.gov that meets statutory mandates applicable to SEC.gov.Developing project plans and implementing strategies to remediate web compliance issues and improve information architectures.Designing, developing, and deploying custom SharePoint applications that leverages custom web components; extends SharePoint functionality with custom forms, web parts, workflows, sites, and third-party application technologies; and uses flexible, scalable, and customizable templates.Implementing solutions using SharePoint content types, lists, columns, web parts, features, page layouts, workflows, master pages, layout pages, style sheets, managed metadata keywords and other enterprise management features to provide collaboration solutionsManaging projects and communicating with stakeholders about web compliance issues.

Coordinating with staff inside and outside of the Office of Public Affairs (OPA), managing project risks, and adhering to information security guidelines.Designing, developing and deploying SharePoint Business Intelligence solutions via charting, dashboards, and reports.Conducting testing to ensure web content meets federal guidelines and regulations.

Testing application functionality in response to bug fixes and releases.Writing web content and various types of documentation that support Standard Operating Procedures for updating websites.

SK:12 Time-in-grade for this announcement is one year at the GS/SK-11 level.

SK:13 Time-in-grade for this announcement is one year at the GS/SK-12 level

Qualifying experience may be obtained in the private or public sector.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENT: Applicant must possess IT related experience demonstrating each of the four competencies: reviewing work to ensure it is in line with established standards or to identify deficiencies (Attention to Detail); collaborating with customers to identify their information technology needs or to resolve their hardware and software problems (Customer Service); explaining technical information orally to non
– technical audiences (Oral Communication); and evaluating alternatives to recommend solutions to hardware or software problems (Problem Solving).

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement

SK-12: Applicant must have at least one year of specialized experience equivalent to the GS/SK-11 level in at least 3 out of 5 below:
Designing and coding Drupal webpages using HTML, CSS, and JavaScript or jQuery code within an existing Drupal installation based on
design concepts and functional specifications.

Designing, developing, and deploying custom SharePoint applications that leverages custom web components; extends SharePoint functionality with custom forms, web parts, workflows, sites, and third-party application technologies; and uses flexible, scalable, and customizable templates.

Implementing solutions using SharePoint content types, lists, columns, web parts, features, page layouts, workflows, master pages, layout pages, style sheets, managed metadata keywords and other enterprise management features to provide collaboration solutions.

Managing customer’s expectations in creating SharePoint applications, while decomposing complex SharePoint requirements and aligning requirements to development efforts with a codified scope and project schedule.
Defining, establishing, and communicating SharePoint document accessibility, permissions and management standards that align to the organizational structure and document retention policies.
SK-13: Applicant must have at least one year of specialized experience equivalent to the GS/SK-12 level in at least 4 out of 6 below:
