ResponsibilitiesThe Senior Data and Knowledge Management Lead will join Guidehouse to support a security sector foreign assistance program management office at the Department of State.The Senior Data and Knowledge Management Lead will collaborate with clients to translate organizational needs into data strategy, processes, and plans to support the implementation of a commercial of the shelf (COTS) program management solution.

He/she will supervise a junior data specialist to develop/improve data manangement and governance plans, standardized reporting templates, and training to build a data culture.

S/he will liase with the Guidehouse COTS development team as well as program and change specialists to support this transition.

S/he should identify when surge data specialists are needed, acclimate them to tasks, and supervise their performance.The candidate will be responsible for multifaceted data analysis/synthesis/findings development; ongoing data ingestion and reporting; process and product development/improvement and implementation to assist the client to accomplish their work more efficiently and effectively (e.G., developing concise, role-based Standard Operating Procedures (SOPs) and templates as related to data collection/reporting needs); and daily problem-solving with client and/or colleagues.Additional responsibilities include: Train client on data literacy Train client on data analysis and visualization techniques to produce compelling charts Track, report, and analyze data and stats coming in from the field to inform decisions to expand, contract, or stay-the-course with current projects and programs Conduct data wrangling, as needed, ensuring adherence to data governance and data management plans Determine cost/benefit tradeoffs of different program decisions Advise client on how to harness and leverage data to justify continued funding to Congress Develop SOPs, checklists, and templates to help program managers produce different types of communications products tailored for various audiences Develop repeatable strategy to share program successes leveraging findings from data synthesis/analysis Advise on solutions to best capture, analyze, and report project and program data Support knowledge management tasksThe ideal candidate will be proactive, anticipating client needs before they arise, developing and adhering to workplans for deliverables and work products, as well as communicating and collaborating regularly with team members and clients.

QualificationsRequired:Due to our contractual requirements, to be eligible for this role, you must be fully COVID-19 vaccinated at time of hire.

Master’s degree with at least 5 years of relevant experience, Bachelors with at least 8 relevant years of experience An active Secret clearancePreferred: State Department experience (or other International agency) Knowledge and experience with foreign assistance program lifecycle; familiarity with grantsmanagement, contracts, interagency solutions; prior consulting experience; attention to detail; excellent organizational, written, and oral communication skills; ability to clearly and succintly define problems and design solutions, Knowledge and advanced skill in Excel, Power BI, and/or Tableau.
