Position/Job Title: CyberOps SME I

Work Location: Arlington, VA

Job Summary:

Galapagos Federal Systems, LLC is looking for a CyberOps Subject Matter Expert (SME) I – Cyberspace Operations to provide expertise to the OUSD (P) Cyberoversight team. The position will require a broad range of expertise to fulfill the requirements for technical and oversight support services in the day-to-day operations of the Office of the Under Secretary of Defense for Policy as it relates to cyber policy. In addition, the objective of this position is to provide comprehensive services in areas such as the development and implementation of DoD Cyber Posture Review & Cyber Strategy implementation, analysis of military cyberspace activities and cyber mission force readiness, budgetary and programmatic oversight; analyses of offensive and defensive cyberspace operations; technology performance, acquisition, analyses, cybersecurity, control systems, cyber intelligence and cyber workforce management, as well as National Defense Authorization Act (NDAA)-directed cyberspace studies and analyses related to other DoD interest areas in various CONUS/OCONUS locations.

Additionally, he/she interacts with government and contractor team personnel to provide subject matter expertise; identifies and resolves problems in a timely manner, gathers and analyzes information skillfully, develops alternative solutions; supervisor to program staff regarding operations; implements and provides guidance related to processes, policies, and oversees all tasks.

Essential Duties and Responsibilities (Not listed in order of importance; other duties may be assigned):

  • Provide technical expertise for cyberspace analysis in support of the Principal Cyber Advisor’s (PCA) efforts to develop metrics to assess progress of cyber strategy implementation efforts as well as to inform and advocate for cyberspace resources in the DoD’s Planning, Programming, Budgeting and Execution system
  • Provide technical and analytical support for the development of cyberspace capabilities and tools.
  • Assist in the strategic development and rapid enterprise integration of interoperable cyber capabilities and tools to defend DoD networks, systems and information.
  • Provide technical and analytical support for DoD’s cyber workforce activities and manpower initiatives. Assist the office of the PCA with implementing, leading and sustaining DoD’s cyber manpower strategies and human capital initiatives
  • Support the development of policies, guidance, and strategic approaches for relating to cyberspace intelligence. Assist the office of the PCA on a range of complex issues relating to the implementation of cyberspace intelligence policies, plans practices and procedures governing the Defense Intelligence Enterprise (DIE) support to cyberspace operations, production of foundational intelligence and collection in and through cyberspace.
  • Provide technical and analytical support for policy enhancements as well as strategic development and rapid enterprise integration of interoperable cyber capabilities and tools into the department to defend DoD critical infrastructure and control system / operational technology networks, devices and information.
  • Support policy and activities to meet the goals of refining, integrating, and synchronizing aspects of DoD security, protection, and risk-management programs that directly relate to mission execution as described in the DoD Mission Assurance Strategy (MA) and Mission Assurance Implementation Framework. Ensures integration of MA- related responsibilities assigned in the DoD Cyber Strategy.

Qualifications:

Education and/or Experience/Skills Required:

  • A minimum of 10 years experience in environments similar to OSD components at the Under Secretary level, leading and supervising multi-disciplined teams of research analysts and multiple operational departments.
  • A Bachelor’s degree in a field directly related to business management, program management, or national security. If the proposed employee does not have a Bachelor’s degree in a business management, program management, or national security field, this requirement will be met if the proposed employee has a Master’s degree in a business management, program management, or national security field.
  • Minimum 5 years of experience using communication skills, both written and oral, to include preparation of written products for senior leader (general officer/flag officer/senior executive service level).

Preferred:

  • Experience in OSD or Military Service components.
  • A Master’s degree in a field directly related to business management, program management, or national security.

Knowledge:

  • In-depth knowledge of IT systems security principles, practices and technologies.
  • Demonstrated knowledge of the executive/legislative decision-making process.
  • Demonstrated knowledge of USCYBERCOM, USSPACECOM, subordinate organizations, DOD, and Service roles and missions. Skill in dealing effectively with voluminous amounts of information.
  • Knowledge of the following technical fields is desirable: Cyber
  • Knowledge of the principles, practices and processes of ITIL for service management.
  • Experience working in CMMI Level 3 (or higher) environments is a plus.

  • Demonstrated ability to exercise judgment in all phases of analysis — ranging from sorting out the most important problems, to sifting evidence, and framing feasible options.
  • Demonstrated ability to effectively express ideas orally and in writing, using appropriate language, organizing ideas, and marshaling facts in an objective manner.
  • Demonstrated ability to work effectively under the pressure of tight time-frames and rigid deadlines.
  • Draft and coordinate action packages and other correspondence related to your area of special operations policy and resources expertise for senior DoD leadership; coordinate, plan, and develop policies and initiatives appropriate for strategic guidance documents or DoD issuances such as directives or instructions.
  • Must be a U.S. Citizen

Security Clearance:

DoD active security clearance may be required at a high-level security. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.

Physical Requirements:

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have enough mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weigh up to thirty (30) pounds, as necessary.
