Only this application method will be considered.* ISSUED ON JUNE 17, 2021 PURPOSE & SCOPE OF SERVICES The National Democratic Institute (NDI) requests proposals for trainers on issues related to organizational strategy and development between August
– December 2021.

Bids should be submitted by July 15, 2021.

The trainer would be expected to draft and facilitate a series of short trainings (no longer than two hours each) for Asia-Pacific based and/or other Asia-Pacific focused civil society organizations working on democracy and human rights in Asia.

This RFP specifically seeks to engage trainers with experience supporting nascent CSOs and other civil society leaders focused on international advocacy regarding democracy and human rights.

Trainers do not need to have experience in the Asia-Pacific region, they should have experience working with new or informal organizations, coalitions, and/or groups linked to closing/closed spaces.

Only this application method will be considered.* * Developing a purpose, vision, goals;* Providing guidance in establishing executive committees and/or boards of directors;* Implementation of organizational work planning;* managing volunteer networks; and* Establishment of fundraising and communications capacities.

The trainer will be expected to to collaborate with NDI on the design and implementation of trainings as well as the reporting and evaluation.

Time needed to design, evaluate and brief NDI would be compensated along with the actual training time.NDI will review and approve the specific training, select participants with partners and handle all logistics such as room rental.

Trainers will be expected to conduct from one to 20 trainings by December 2021.

NDI may issue one or more contracts with the selected trainer(s);.

Payment would be for specific trainings done rather than monthly retainer or similar.Proposals should be based on an hourly or daily rate.

Proposals should include: CV of trainer(s); background on trainer(s) and their experience; sample training; list of previous clients; and at least two references.

NDI will evaluate bids based on the vendor’s ability to meet description of product needed, experience and price.

NDI reserves the right to reject any and all bids.

NDI reserves the right to consider bids for modification at any time before a contract is awarded.

NDI shall not be liable for any costs associated with the preparation, transmittal, or presentation of any materials submitted in response to the RFB.

NDI reserves the right before making an award to inspect the proposed bidders’ facilities or equipment.

Proposals are expected to be binding for a period of six months from the published response date.Bidders must provide disclosure of any known past, present or future relationships with any parties associated with NDI.

For example, applicant should disclose if a member of their Board is also a member of NDI’s Board currently or in the past.

The bidder also certifies that the prices offered were arrived at independently and without purpose of restricting competition with other offerers including but not limited to subsidiaries and that prices have not been and will not be knowingly disclosed to any other offerer unless required by law.

Failure to comply with these requirements may result in NDI having to re-evaluate the selection of a potential bid.

Political transitions and economic shifts are testing the resilience of the region’s more established democracies and pushing more fragile republics towards regression.

Democratic political institutions are finding it more challenging to address rapid social change and corresponding citizen needs, counter polarization, and manage political conflict.

New technologies and social media are enabling inclusive participation and greater transparency as well as empowering disinformation.

Authoritarianism has increasingly sought ways to degrade democratic culture by suppressing activism and independent thought, restricting political development and undermining democratic norms.Through these changing dynamics and for over three decades, NDI has worked in partnership with women activists, youth leaders, civil society groups, political networks, parliaments and government bodies across the Asia-Pacific region to address these challenges.
