Basic Eligibility For A Position With The NRO
Citizen
In limited circumstances, a reasonable accommodation for medical or religious reasons may be granted as legally required.
Individuals who start their government service after November 22, 2021, need to be fully vaccinated prior to their scheduled start date, except in limited circumstances where a reasonable accommodation for medical or religious reasons is legally required.
Employees will be considered fully vaccinated for COVID-19 two weeks after they have received the requisite number of doses of a COVID-19 vaccine approved or authorized for emergency use by the U.S.

New employees will be required to show proof of being fully vaccinated against the COVID-19 virus, and must certify under penalty of perjury that the documentation you submit is true and correct on their start date in order to access NRO facilities.
For urgent, mission critical hiring needs, unvaccinated new hires need to be vaccinated within 60 days of their start date and follow safety protocols for not fully vaccinated individuals until they are fully vaccinated.
The NRO Office of Intelligence coordinates, consolidates, and synchronizes the various intelligence and threat functions performed across the NRO enterprise in support of NRO operations, acquisitions, and mission assurance.
The Office of Intelligence applies analytic and technical knowledge and experience to assess intelligence reporting and all-source intelligence, and leverages points of contact throughout the NRO, Intelligence Community (IC), and national security community of interest to provide insights into foreign threats to NRO missions.
The Office of Intelligence’s mission is accomplished by leveraging technology, relationships, experience, and research to access, correlate, and assess large amounts of reporting to identify and inform the NRO and its leadership of threats and their effects on NRO operations, acquisitions, and mission assurance.

What You Will Be Doing
The Chief Analyst will engage in management, coordination, synchronization and integration of NRO-wide intelligence requirements, resources, and activities.
The Chief Analyst assists in managing the NRO intelligence enterprise by developing, interpreting, applying, implementing, and evaluating NRO intelligence policies, strategies, and doctrines to enable effective synchronization, consolidation, and sharing of intelligence across the NRO intelligence enterprise and to NRO leadership.
The Chief Analyst also facilitates communication and coordination between the NRO intelligence enterprise and the IC, and between the NRO intelligence enterprise and Space component intelligence entities.
In addition, the Chief Analyst will/will:
Exercises supervisory personnel management responsibilities.
Direct, coordinate, and oversee work of subordinates.
Advise staff regarding policies, procedures, and directives of higher-level management or headquarters.
Explain performance expectations to employees directly supervised and provide regular feedback on strengths and weaknesses.
Appraise performance of subordinate employees.
Recommend awards for non-supervisory personnel and changes in position classification to higher-level managers.
Initiates action to correct performance or conduct problems of employees directly supervised.
Ensure documentation prepared to support actions is proper and complete.
Review developmental needs of non-supervisory employees.
Encourages self-development.
Ensure adequate coverage in organization through peak workloads and traditional holiday vacation time.
Adhere to the tenets of the NRO Directive (ND) 80-3 Equal Employment Opportunity and Diversity Management.
Administers the process of review, clarification, adjudication, acceptance, tasking, response, tracking, and follow-up involved in requests for information submitted to the Office of Intelligence by NRO customers.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.
Other Information
Individual shall maintain, at a minimum 80 continuous Learning Points every 24 months via the services acquisition management system.

2021 salary range for the Washington, DC area:
GG-15 $144,128 – $172,500.
**This position is a senior level DCIPS position.
The NRO is accepting applications from U.S.
Citizens and current federal government employees for this position.
To qualify for the position, federal government employees MUST currently be at the GG – 15 grade level and may ONLY apply for a lateral reassignment at their current grade level and step.
Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade per IAW DoD 1400.25 Volume 2006.
