Job Overview
JDSAT is an Operations Research and Data Sciences firm currently seeking an enthusiastic, self-driven, and experienced Business Analyst to support the US Navys Bureau of Medicine and Surgery (BUMED) in improving organizational management processes and systems across a range of functions and domains.

The qualified candidate will be a balanced professional training and experienced in organizational analysis, budgeting and forecasting, planning and monitoring, defining business requirements, and analyze business processes while also possessing technical understanding in the areas of data analysis, data visualization, and business analytics.
The qualifying candidate will have a Bachelors degree in a technical field (Data Analysis, Computer Science, Statistics, etc.) with at least 2-5 years of field experience.
The ideal candidate will display superb balance of technical and non-technical skills, including ability to frame and solve problems, identify and understand requirements, develop solutions, communicate to decision makers and team members, and adapt in a fast-paced professional environment.
This position requires a SECRET clearance or demonstrated ability to obtain such clearance.
RESPONSIBILITIES
* Work with clients, managers, and technical staff to understand business needs and develop project plans to deliver needed results.
* Analyze processes, policies, and systems to identify requirements, gaps, and opportunities for improvement.
* Relate to team members, client personnel, and decision makers to help build common understanding of requirements and support for potential solutions.
* Prepare professional products, reports, and papers to support team activities, including helping teams develop the stories and messages needed to distill complex information into actionable plans.
* Extract and transform data from existing relational database management systems.
* Conduct exploratory analysis and data visualization to support project needs.
* Support development and implementation of proofs of concept to aide in making technology choices and validate model assumptions.
* Provide technical and non-technical communication support to project staff.
Requirements
Required Skills and Abilities
* Bachelors degree in Analytics, Data Analysis, Mathematics, Statistics, Finance, Economics, Computer Science, or related field.
* Minimum 2-5 years applied work in relevant field as described above.
* Experience gathering and analyze business requirements (processes, systems, policies, information management tools, etc).
* Experience using Microsoft Excel for data analysis and visualization.
* Experience with data analysis software such as R, Python, or similar.
* Experience with discrete-event and agent-based simulation models.
* Experience with object-oriented programming.
* Experience with SQL and relational databases.
* Ability to assist in analyzing complex systems and processes.
* Excellent oral and written communication skills.
* Excellent interpersonal skills.
* Possess or be able to obtain an active Secret-level security clearance.
Desired Skills and Abilities
* Masters degree in Analytics, Data Analysis, Business Analysis, Business Management, Business Administration, Statistics, Finance, Economics, Computer Science, or related field.
* Minimum 5 years experience working in a technical field as described above.
* Experience working with the Department of Defense.
* Experience managing or leading small teams, business processes, or working groups.
* Experienced with advanced analytical methods (e.g.
algorithms, predictive analytics, statistical modeling) and tools (e.g.
Python, R, Matlab, SAS, SPSS, etc).
* Experienced extracting and transforming data for analysis using Structured Query Language or related query languages.
* Familiar with a variety of databases, including: MySQL, T-SQL, Oracle, etc.
* Experience applying Robotic Process Automation to recurring analytics activities.
* Experience as a consultant balancing technical and non-technical functional roles.
