Airport PlannerGeneral Description and Classification StandardsThis is an entry level project management position in the Planning & Development Bureau of the Department of Aviation (DOA).
Duties and responsibilities include effective management of projects to design, build and /or maintain airport facilities in a safe and efficient manner by assisting with management oversight of numerous consultant and construction contracts primarily executing work on the active airfield.
This person will assist with coordinating approval of FAA 7460
– Notice of Proposed Construction or Alteration applications.Supervision ReceivedPerforms work under general supervision with review and advice from manager level professional.Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.
May perform other duties as assigned.* Point of contact with planners, engineers, contractors, special vendors, consultants, construction management team, airlines, and the FAA Air Traffic Control Tower with management and reporting responsibilities for the assigned project.* Analyze the impact of projects on airfield operations and coordinate solutions with teammates and stakeholders along with performing inspections of construction areas to ensure compliance with aviation regulations and safety standards.* Schedule, conduct, or attend coordination meetings to monitor and resolve issues that arise on assigned projects.
Meetings vary from staff meetings to discuss administrative issues, design meetings to discuss technical issues, construction meetings to discuss construction issues, and coordination meetings to discuss stakeholder requirements.
Examples of stakeholders are the Department of Procurement, COA Legal Staff, DOA Business units, other municipalities, FAA, and Airlines.* Assist with the monitoring of all project costs through the internal control system.
Review and approve consultant and contractor purchase orders, task orders, contracts and pay requests.* Read, understand and follow all Planning & Development Policies and Procedures.* Review and understand studies, design, specifications and plans with regard to maintaining scope, schedule, budget, and compliance with applicable FAA directives.* Report up all current and perceived issues so that they may be dealt with proactively.
Be a team player and participate in issues and risks discussions pertaining to projects.* Maintain a professional and productive work atmosphere, promote organization growth, and generate new ideas for improving services.* Assist in any way required for the successful completion of airfield projects.
Manage and organize resources to accomplish specific task assignments in the areas of project management.* Knowledge of the following is required: general understanding of airfield criteria, the ability to interpret and understand design specs and drawings, budget and schedule development, understanding project control reporting and interpretation, and people skills.* Assists with the writing of contracts for design and construction including the Request for Proposal and Invitation to Bid.* Prepare regular project status update reporting and interface with other P&D units, maintenance management, tenants, outside consultants, construction contractors and vendors, and project stakeholders (departmental divisions, City bureaus, airlines, local jurisdictions, permitting agencies, etc).* Assist with preparation of FAA Form 7460 submissions.* Proficient in written and oral communication.* Ability to read, understand, and prepare schedules.* Utilize various computer applications in the daily performance of assigned duties and utilize data entered in the compilation of reports and correspondence.
Proficiency with Microsoft Word, Power Point and Excel are essential.Decision MakingDecision making responsibilities may include, but not limited to monitoring current workload balance; making decisions regarding project scope, schedule, budget, and recommendations.Leadership ProvidedProvides guidance and training as required.Knowledge, Skills & AbilitiesThis is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully.

– Education and ExperienceA bachelor’s degree in Airport/Aviation Management, Planning, Architecture, Engineering or related field is required.
1 -3 years of experience in planning and/or project management, including aviation experience at an airport.Licensures and CertificationsValid Georgia Driver’s LicenseEssential Capabilities and Work EnvironmentMay have rare occasions of lifting equipment up to 40lbs.
Occasional driving on the airfield in a company vehicle will be required.
