This role is critical to the identification and detailed recordkeeping required to achieve a compliant GPM system in the areas of Receipt, Identification, Records, Consumption, Reports, Movement, and Relief of Government Property Stewardship. This position is intended to be an entry point position to develop and provide qualified personnel the knowledge to perform GPM, receiving, and shipping operations as operational needs dictate.Duties and Responsibilities:* Comply with security and confidentiality instructions and practices* Document and report actions, update cost accounting records, and troubleshoot discrepancies related to receipt and shipment of property.* Interact daily with FedEx, UPS, USPS, 3PL and local vendors* Identify Government Property (i.e. Government Furnished or Contractor Acquired) by referencing project charge case, pack slip, DD-1149 accompanying the item, shipper’s identification. Understand the difference between Government Property and materials comprising work-in-process* Per requirements set by the Government Property Clause in the Government Contract, screen material, equipment and products for Government Property and coordinate further actions with other members of the Government Property team in order to achieve a (contractually required) compliant Government Property Management System* Receiving* Inspect incoming material and equipment with regards to ownership, quantity, condition, and documentation of acquisition* Apply Government Property asset tags for all Government Property* Notify the Government Property Records Administrator of received Government Furnished Property (GFP) and Customer Acquired Property (CAP) that qualify for active management within the Property Management System* File supporting documentation for GPM property records: purchase order, receipt verification, delivery order, inventory worksheet, email, DD-250 (Inspection & Receiving Report), DD-1164 (Requisition and Invoice/Shipping Document), Bill of Lading (BOL* Notify consignees and distribute incoming material and equipment to internal customers* Prepare receiving reports, update receiving logs, update LGS cost-accounting-systems and hard-copy auditable-files* Investigate and resolve discrepancies with incoming receipts of material and equipment* Expedite selected receipts of high priority incoming material and equipment as needed* Receive, inspect, sort, and distribute incoming USPS mail* Identify, validate, and allocate labor cost with appropriate project in LGS cost accounting systems* Shipping* Identify all Government Property items* Assign asset tags to end-item deliverables of Government Property* For Delivery-in-Place, affix asset tags to end-item deliverables of Government Property* For external shipments, asset tags are not affixed and are retained in the hard copy Government Property record* Inspect outbound revenue shipments against delivery documentation for conformance, quantity, and condition* Perform outgoing deliveries in accordance with specific program requirements (handling, confidentiality, mode, time)* Schedule Fed-Ex pick-up and prepare shipping documents (BOL, Airbill, labels, etc)* Transport outbound revenue shipments to local FedEx ship center and US Post Office when necessary in-order to meet contract delivery deadlines* Determine proper packaging, handling, storage and transportation methods* Identify, inspect, prepare, document, and label Class 9 hazardous material in accordance with US Department of Transportation and International Air Transport Association regulations and requirements* Identify, validate, and allocate labor and shipping cost with appropriate project in cost accounting systemsSkills and Knowledge:* Ability to operate equipment such as forklifts, pallet trucks, dock boards, and vacuum lift systems* Working knowledge of PC’s MS Windows, MS Office, and other common software applications found in an office environment* Valid state driver’s license – some off-site travel will be required* Ability to follow precise written and verbal instruction* Attention to detail* Ability to recognize, troubleshoot and resolve problems* Ability to successfully adapt to change* Solid customer service skills* Knowledge of Microsoft software applications and other software applications as required, including Microsoft SharePoint* Strong communication skills* Demonstrated effective teamwork skills* If required, obtain/retain a government security clearance at the level required to perform the duties of the positionMinimum Education and Experience:* High School Diploma and 5-8 years of related experience or an equivalent combination of education, skills, and experienceAdditional Desired Skills:* National Property Management Association certification desirableThere is no clearance requirement to begin employment.
